Which phase the project is in Not started Existing team NTT Data- Provide the services for the Case Management System and MI/Reporting Unit 4 Business Software-Business World Integration Service The Insolvency Service Team: Change and Technology Services - Directorate within the Authority. Business Services Division Customer Service Team Address where the work will be done The supplier will be responsible for managing the location and arrangements for their staff, as the work will primarily be carried out remotely. However, key personnel from the supplier will be required to attend the Authorities offices in London (Stratford) and / or Birmingham Bi-weekly for matters related to the project. Additionally, throughout the separate phases of the project lifecycle, the supplier must ensure that relevant team members are available to attend the project site when needed to support the work’s progress Working arrangements The supplier will be responsible for managing the location and arrangements for their staff, as the work will primarily be carried out remotely. Provide more information about your security requirements: Baseline Personnel Security Standard (BPSS) Provide more information about your security requirements (optional): (a) The Supplier shall comply with all requirements of Baseline Personnel Security Standard (BPSS) or an agreed equivalent and ensure a BPSS is undertaken for all supplier Personnel in accordance with HMG Baseline Personnel Security Standard accessible via the link below: i) https://www.gov.uk/government/publications/government-baseline-personnel-security-standard (b) The Supplier personnel have the appropriate security clearance at the commencement of the contract and that is maintained throughout the performance of the contract and comply with any additional security clearance requirements as requested by INSS. (c) The Supplier provides details of its personnel security procedures to INSS along with contact details of all personnel involved in the performance of the contract as requested. (d) All services must be delivered from the UK unless prior permission is sought and agreed. (e) If the agency provides any IT equipment to the Supplier for use in delivery of services, then this equipment may not be taken out of the UK and used, without the express prior written consent of the agency. (f) The Successful Supplier will be asked to complete a Statement of Assurance Questionnaire Template. This template has been designed to enable Government Departments to gain a level of assurance from suppliers and service providers regarding the security of our assets throughout the lifetime of the contract and potentially beyond. Capped T&M for Discovery Fixed Price for Delivery 2-year contract: £11,150,244.00 12-month extension: £4,433,184.00 Total contract value (inc 12-month extension): £15,583,428 Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work RPS Digital - Address data gaps. - Improve sections of the form where claimants struggle. - Review the service to meet current accessibility standards. - Potential re-writing in another code to ensure in-house capability for maintenance and iteration. - Resolve technical issues preventing claims submission (e.g., email code issues, time-out errors). IP Upload Service - Address data gaps. - Improve sections of the form as needed. CMS (Case Management System) - Customise to handle new data. - Update core and payment data due to HMRC guidance. - Modify data storage in CMS as data will be sent to Business World and returned to CMS (shift from 'fire and forget' architecture). Finance System (Business World) - Identify full set of finance requirements for RPS. - Propose options for a new finance solution. - Implement new debt ledger for tracking debt. - Improve reporting accuracy (no feedback loop to CMS for final amounts paid). - Improve Real Time Information submission to HMRC. - Change calculation of National Insurance to be at point of payment instead of point of calculation. Calculation Engine - Overhaul and re-write to ensure all payment combinations are correctly calculated. Integrations - Amend integrations where data changes occur between RPS Digital/IPUS & CMS. - Change integrations between CMS, Calculation Engine, and Finance System based on HMRC guidance. Where the supplied staff will work West Midlands Where the supplied staff will work London Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done (a) RPS Calculations and Service Development Project falls under the Change and Technology Services (CTS) directorate. CTS brings together all the agency’s digital and change capabilities in one place. The vision of CTS is to deliver seamless, responsive, and flexible services, enabling an exceptional customer and user experience. The directorate's objective is to provide cost-effective solutions that benefit both the agency's people and customers. It owns and directs the change and technology landscape, creating the capability and capacity needed to run, grow, and transform the agency. (b) The work is being done to ensure that the Authority complies with HMRC’s advice regarding tax and NI deductions to components paid by the RPS. All relevant HMRC tax and NI guidance has been thoroughly reviewed and documented. The legislation and guidance have been carefully assessed in conjunction with DBT Legal Team and HMRC, to ensure compliance with the latest regulations and to determine the precise requirements. (c) This process is also expected to highlight the need for broader improvements to the service to accommodate the required changes. It will also provide an opportunity to identify other areas where significant enhancements to the RPS systems can be made to address other known problems, improve efficiency and user experience. The business problem you need to solve (a) This digital project aims to ensure the Authority complies with HMRC's advice regarding tax and NI deductions to components paid by the RPS, through a digital solution. It will also identify broader system improvements to enhance compliance, efficiency, and customer experience. (b) Key objectives include addressing data gaps by making changes to the RPS Digital online application and IP Upload Service, customising the case management system (CMS) to handle new data. The current finance system (Business World) does not fully meet the needs of RPS, and the Calculation Engine will need a review, so all combination of payments are calculated correctly. A solution is also needed to allow the calculation of NI at point of payment, rather than point of calculation. Additional changes are required to both the finance system, to improve reporting accuracy, Real Time Information submission to HMRC, and integration, and to the data platform, to enhance reporting and analytics. At this stage, the Agency still needs to fully define the requirements for the project. This will include clarifying the key deliverables, and detailed requirements, such as user stories and technical specifications. These aspects will be refined and confirmed during the discovery phase, ensuring all requirements are thoroughly understood and agreed upon.
