FRH: Framework for the provision of Rail Property Consultancy Services

First Rail Holdings Ltd is looking to establish a framework of Service Providers to deliver a range of property consultancy services relating to construction and SISS. The Framework will be split into 7 Lots as follows: 1. Projects Design Consultancy Services 2. SISS Engineer Consultancy Services 3. Contract Administrator Consultancy Services 4. QS / Cost Management Consultancy Services 5. Infrastructure & Depots Consultancy Services 6. Minor works Consultancy Services 7. Clerk of Works & Technical Guardian Consultancy Services Service Providers will be required to cover all disciplines detailed under each Lot for a compliant submission. Lots 1, 6 and 7 are further split by North / South Regions. The Framework will run for an initial core term of 1 year, with an optional extension of up to 2 years, in up to 1-year increments at a time. The total value of the Framework is estimated to be in the region of £7,200,000 (for the total 3-year maximum duration). This value is split over the 7 Lots. First Rail Holdings is establishing this Framework for use by all of its Rail Train Operating Companies and affiliate businesses. There is no guarantee of work being awarded under this Framework. In the event that FRH are responsible for additional business affiliates or rail divisions, these shall be included within this Framework. In the event that FRH are no longer responsible for a Train Operating company (TOC), the relevant TOC shall be removed from this Framework. The Framework will automatically close at the end of the maximum 3-year term, or once the total stated value is reached (whichever is sooner). 6 Suppliers will be shortlisted from PQQ to ITN stage for each of the Lots, with 3 Suppliers being awarded to the Framework for each of Lots 1, 2, 6 and 7 (3 per region where applicable within Lots), and 4 Suppliers for Lots 3, 4 and 5. Lot 1: Projects Design First Rail Holdings is looking to establish a framework of Service Providers to provide property related consultancy services. Lot 1: Projects Design will cover the following disciplines. Service Providers must be able to cover all disciplines for each Lot. - Property & Stations - Architect +Principal Designer (PD) - Projects requiring NR APA/BAPA - Lead Designer - Property & Stations - Structures & Civils Design with PD Supplemental Services (if required) - Property & Stations - M&E Design with PD Supplemental Services (if required) - Property & Stations - Architect & Principal Designer. Projects with Landlords Consent only - Lead Designer. Lot 2: SISS Engineer Consultancy Services First Rail Holdings is looking to establish a framework of Service Providers to provide a range of property related consultancy services. Lot 2: SISS Engineer Consultancy Services includes disciplines as detailed below. Service Providers must be able to cover all disciplines within each Lot. - Property & Stations + Depot's - SISS Engineer - Property & Stations + Depot's - Principal Designer Supplemental services Lot 3: Contract Administrator Consultancy Services First Rail Holdings is looking to establish a framework of Service Providers to provide a range of property related consultancy services. Lot 3: Contract Administrator Consultancy Services includes disciplines as detailed below. Service Providers must be able to cover all disciplines within each Lot. - Property & Stations + Depot's - Contract Administrator - Property & Stations + Depot's - Architect, Principal Designer & Contract Administrator (Minor Projects) Lot 4: QS / Cost Manager Consultancy Services First Rail Holdings is looking to establish a framework of Service Providers to provide a range of property related consultancy services. Lot 4: QS / Cost Manager Consultancy Services includes disciplines as detailed below. Service Providers must be able to cover all disciplines within each Lot. - Property & Stations + Depot's - Cost Manager - Property & Stations + Depot's - Cost Manager, CA & EA Lot 5: Infrastructure & Depots: Design & Signalling Consultancy Services First Rail Holdings is looking to establish a framework of Service Providers to provide a range of property related consultancy services. Lot 5: Infrastructure & Depots: Design & Signalling Consultancy Services includes disciplines as detailed below. Service Providers must be able to cover all disciplines within each Lot. - Infrastructure & Depots - Civils & Engineering (Including Principal Designer) - Lead Designer - Infrastructure & Depots - M&E Engineer - Infrastructure & Depots - Signalling & Infrastructure Engineer Lot 6: Minor Works Consultancy Services First Rail Holdings is looking to establish a framework of Service Providers to provide a range of property related consultancy services. Lot 6: Minor Works Consultancy Services includes disciplines as detailed below. Service Providers must be able to cover all disciplines within each Lot. - Property & Stations + Depots - Ad hoc Consultancy Services & Minor Works consultancy Lot 7: Clerk of Works & Technical Guardian Consultancy Services First Rail Holdings is looking to establish a framework of Service Providers to provide a range of property related consultancy services. Lot 7: Clerk of Works & Technical Guardian Consultancy Services includes disciplines as detailed below.
