Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is Sport England Why the work is being done Sport England is starting procurement for a new intranet platform with cloud-native principles, to replace legacy technology, which deeply integrates with and/or is based on Microsoft 365 and SharePoint. To ensure we meet budget deadlines, we seek to procure and implement a platform by 31 March 2025. The business problem you need to solve The last refresh of our intranet CMS took place in 2014, seeking improved functionality and continuous improvement that are now lacking in our current intranet. At the moment, our intranet CMS is, unfortunately, not fit for purpose. The platform on which it is built is out of date and lacks the technological functionality to provide what colleagues expect Key drivers for refreshing our current CMS include: • Increased colleague productivity • Higher levels of colleague collaboration, satisfaction for the intranet and related business functions. • Improved and streamlined business processes, workflow and business-social interactivity. Issues with the current system include, but are not limited to: • Search functionality – our search does not function adequately and search cannot include document stored across our SharePoint Hubs. This lack of basic functionality is a severe impediment to Sport England’s primary information and communication channel and hampers colleagues from getting their jobs done as efficiently as possible. • Collaboration – While the current intranet does provide limited capacity for collaboration through SharePoint and other platforms, there are no in-built collaboration tools. • Technical support and development – The CMS is also not sustainable primarily due to it being unsupported by its current supplier. • Governance - The current CMS governance model does not adequately meet the requirements of teams across the organisation and there are not enough defined localised editors within teams to add and update content. Training and support is currently patchy and not properly defined and our governance framework and practices need to be reworked. Please see attached additional specification document for further information. First user type: Sport England colleagues. Questions and Clarifications 0. Have you engaged with Intranet Product suppliers prior to this tender and did they help inform a budget? Sport England have conducted some discovery work, including online meetings with a limited numbers of suppliers as well as general research, to get a feel for products and budgets. Ultimately, the main deciding factor on our budget is internal. Last Updated: 2025-01-21T10:39:21.556213Z 1. Would a Stage 2 questions be in relation to scaling Azure and having Azure competencies - aimed at specific end product suppliers? Are you only looking for companies that own a product. The Azure related questions are not necessarily aimed at specific end product suppliers but we are keen to work with suppliers that understand how to use Azure with our intranet. A big deciding factor for Sport England is that the product be cloud based or cloud hosted - and the preference would be for the cloud hosting to be within a Microsoft Azure cloud that we maintain ourselves Last Updated: 2025-01-21T10:42:41.030528Z 2. Can you confirm the following questions, please? 1. If this is an M365/ SharePoint intranet project, can you provide further info as to the question on Azure, TOGAF, and Cyber Essentials, and its relevance to the project? 2. Do you use TOGAF internally as an Enterprise Architecture tool? 3. Is there an incumbent/and-or/current IT partner providing advice? 4. The £70k budget advised. Is this inc or exc VAT. We are keen to work with suppliers that understand how to use Azure for our intranet environment. A big deciding factor for Sport England is that the product be cloud based or cloud hosted - and the preference would be for the cloud hosting to be within a Microsoft Azure cloud that we maintain ourselves. In relation to Azure, TOGAF and Cyber Essentials, we are interested to understand if suppliers have an understanding of these standards and have certification. In relation to delivering the project, it's not pre-requisite. We do not use TOGAF internally as an Enterprise Architecture Tool. We do not have an incumbent and/or current IT partner advising but we are reliant on our own IT team to help us to evaluate and procure suppliers. The £70 budget is exc. VAT.
