Expressions of Interest for Primary Medical Services (APMS Contract) to the Greater Norwich Population at Norwich Health Centre, Co-located Walk-in Centre and through the VAS Health Inclusion Hub

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of Norfolk and Waveney Integrated Care Board (ICB) (The Commissioner) would like to notify the market of an opportunity to provide primary medical services under an APMS Contract to the Greater Norwich population at Norwich Practices Health Centre, co-located Walk-in Centre Services and the Vulnerable Adults Service (VAS) through the Inclusion Health Hub. <br/><br/>The service commencement date is 1st April 2025. <br/><br/>All interested providers are invited to participate in an early market assessment questionnaire. <br/><br/>Please note the deadline for expressions of interest is 12:00PM (Mid-day) on 24th May 2024. <br/><br/>The Commissioner is looking for one provider to deliver the following 3 main components under a single APMS Contract. <br/><br/>1. Primary Medical Services in Norwich: List Size as of 1st January 2024 Actual: 10, 983and Weighted 9,603.18 <br/>2. The Walk-in Centre (WiC) in Norwich: around 80k WIC contacts per year, however that is subject to further work and the final figure for the tender may be different.<br/>3. The Vulnerable Adults Service - Inclusion Health Hub Lot 1: The purpose of this contract is to provide resilience into the Norfolk and Waveney health system and the successful bidder will have to prove how they will reduce health inequalities and increase integration amongst the various other healthcare providers in Norwich. <br/><br/>The successful bidder will need to demonstrate how they intend to work and integrate with the ICB and system partners across the ICS (including patients and their representatives) to develop the service to meet the needs of the population in line with the strategic vision of the Integrated Care system. <br/><br/>The provider will be expected to support the Commissioner to deliver an outcomes-based approach for patients and the local system, which will, in partnership with other members of the ICS, contribute to the four key themes in our Integrated Care Strategy, which are:<br/>- Driving integration: Collaborating in the delivery of people-centred care to make sure services are joined-up, consistent and make sense to those who use them.<br/>- Prioritising prevention: A shared commitment to supporting people to be healthy, independent, and resilient throughout life. Offering our help early to prevent and reduce demand for specialist services.<br/>- Addressing inequalities: Providing support for those who are most vulnerable using resources and assets to address wider factors that impact on health and wellbeing.<br/>- Enabling resilient communities: Supporting people to remain independent whenever possible, through promotion of self-care, early prevention, and digital technology where appropriate.<br/><br/>The Commissioner is currently proposing the contract length will be 3 years to provide primary medical services to the population, which covers Greater Norwich, and enables the development of the service in the context of integrated system working, as outlined in Next-steps-for-integrating-primary-care: Fuller-Stocktake-Report, and other strategic developments across Norfolk & Waveney, within that contractual period. <br/><br/>Please note that whilst there may be an opportunity to comment on the contract length the Commissioners are not obligated to incorporate or change this.<br/><br/>The contract will start on 1st April 2025 and the estimated annual value of the contract is £3,582,325 and will be subject to an annual uplift which is to be determined. The primary medical services will be open in line with the national core hours from 08:00-18:30 Monday to Friday, the Walk in Centre will be open 7 days a week 07:00-21:00 and the Vulnerable Adults Services - Inclusion Health Hub 9.00- 17:00 Monday to Friday. Additional information: This is purely an early engagement exercise; any subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published.<br/><br/>This is a market testing exercise and does not commit the Commissioners to carry out a procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.<br/><br/>The procurement will be advertised in accordance with the Provider Selection Regime(PSR) Notice. The awarding of this contract will be subject to the HealthCare Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 will not apply to this award.<br/><br/>The Contracting Authority will be using an eTendering system for this market engagement exercise.
