Stavanger Municipality intends to sign a contract with the Alternative to Violence Foundation (organisation No 974 406 381) for running a general treatment offer for persons who have experienced violence in close relationships, including persons with difficulties resulting from honour related violence. Adapted and suitable help must be offered to the target group. The users must be able to make direct contact with the centre, and the offer must be free of charge. Furthermore, persons from the child welfare services and from the crisis centre must have priority. The contract involves a general treatment offer for children, women and men residing in Stavanger Municipality who are, have been, or who witness violence in close relationships, including persons with difficulties resulting from honour related violence. The service is also for persons who are violent towards their partner and/or children. The aim of the contract is to establish a general treatment, assistance, and support offer for vulnerable persons. Adapted and suitable help must be offered to the target group. The users must be able to make direct contact with the centre, and the offer must be free of charge. Furthermore, persons from the child welfare services and from the crisis centre must have priority. The service provider must have knowledge based competence on family violence problems, and provide individual consultations, follow-up, treatment and group offers for the target group. The users of the service must also have an offer for therapeutic treatment in order to process and master traumas after violent episodes. The treatment is to be carried out in groups or by individual follow-up. The need for assistance can vary a lot from a 1 hour consultation/advice up to long term follow-up. The centre must be prepared to spend at least 10-15 hours per adult and 15-20 hours per child. In addition to individual consultations, follow-up, and treatment, the service provider must hold 6 - 8 therapy groups for adults and children a year. The treatment offer must be located in the centre of Stavanger Municipality, with good accessibility to public transport (trains, buses, and boats). The centre must have offices for employees and premises for users, group rooms for both adults and children, and meeting rooms. The premises must fulfil the current requirements for this type of entity. The service provider must be easily available on the telephone and for personal attendance in their premises on weekdays between 8.00-15.00. The service provider must have good safety routines for employees and users. The service must be organised as a low threshold specialised treatment offer with employees with very high professional competence. The service provider must have employed psychology specialists for a minimum of a full-time position with formal therapy competence and clinical special competence. The service provider must have connections with professional environments that are central in the development of new competence in family violence. The service provider must have increased competence, give advice and guidance internally in the municipality, and facilitate multi-disciplinary collaboration with other involved bodies in difficult cases. The contract period is 2 years. In addition, Stavanger Municipality will have an option to extend the contract for an additional 1 + 1 year on the same terms.
