Procurement to establish a Pseudo Dynamic Purchasing System for Day Opportunities. The Pseudo Dynamic Purchasing System will consist of the following Lots: Lot 1a – Day Opportunities for adults with a learning disability or autism Lot 1b - Block contract call offs for Day Opportunities for adults with a learning disability or autism Lot 2 - Day Opportunities for older people Lot 3 - Supported employment services Lot 4 - Early intervention and prevention Day Opportunities These services are within Schedule 3 of the Public Contract Regulations 2015 (Light Touch Regime). Providers must have a have business premises within a 20-mile radius of PE2 8TY. These premises could be an office space or the building from which a building-based service is delivered – residential addresses do not qualify. The contract Term is 3 years with the option to extend by maximum 48 months in increments of 12 months. (3+1+1+1+1 years) These services are within Schedule 3 of the Public Contract Regulations 2015 (Light Touch Regime). Providers must have a have business premises within a 20-mile radius of PE2 8TY. These premises could be an office space or the building from which a building-based service is delivered – residential addresses do not qualify. Lot 1.a: Day Opportunities for adults with a learning disability or autism This Lot will provide Day Opportunity Services for adults with a learning disability or autism. The Services will provide support outside the home either on an individual or group basis to meet People’s outcomes. People should be supported to develop skills, increase their independence and develop friendships, personal relationships and social networks. The contract Term is 3 years with the option to extend by maximum 48 months in increments of 12 months. (3+1+1+1+1 years) These services are within Schedule 3 of the Public Contract Regulations 2015 (Light Touch Regime). Providers must have a have business premises within a 20-mile radius of PE2 8TY. These premises could be an office space or the building from which a building-based service is delivered – residential addresses do not qualify. Additional information: The contract Term is 3 years with the option to extend by maximum 48 months in increments of 12 months. (3+1+1+1+1 years) These services are within Schedule 3 of the Public Contract Regulations 2015 (Light Touch Regime). Providers must have a have business premises within a 20-mile radius of PE2 8TY. Lot 1.b: Block contract call offs for Day Opportunities for adults with a learning disability or autism The Council, in some instances may require block purchasing of day opportunity placements for adults with a learning disability or autism. If the Council so requires a block service, it will invite Providers who have been awarded a place on Lot 1a under this Lot 1b. For the avoidance of doubt, Providers are not obliged to bid for call offs under this block arrangement. All arrangements commissioned under Lot 1b are subject to the requirements detailed within the specification for Lot 1a and also could include more specific requirements around the location or accessibility of the building where the service is provided, the outcomes to be met or the complexity of the support required. The Council also reserves the right to deliver the service at a prescribed premises. Where the Council calls off from Lot 1b, all providers who have been awarded a place on Lot 1a will be invited to participate in a mini competition as detailed in Appendix 12b. The contract Term is 3 years with the option to extend by maximum 48 months in increments of 12 months. Lot 2: Day Opportunities for older people This Lot will provide Day Opportunities for older people, including people with dementia. Any Day Opportunity provided, regardless of location, will aim to meet the applicable outcomes identified within the Person’s support plan. Outcomes will, in the main, be focused on maintaining independence and social connections and providing carer respite The contract Term is 3 years with the option to extend by maximum 48 months in increments of 12 months. Lot 3: Supported employment services Supported employment services are services which will support adults with a learning disability or autism to find and/or sustain paid employment. This could include personalised job coaching, job matching, training and ongoing support in employment. It could also include working with employers to create accommodating work environments and to raise awareness about the benefits of hiring individuals with learning disabilities. The contract Term is 3 years with the option to extend by maximum 48 months in increments of 12 months. (3+1+1+1+1 years) These services are within Schedule 3 of the Public Contract Regulations 2015 (Light Touch Regime). Providers must have a have business premises within a 20-mile radius of PE2 8TY. These premises could be an office space or the building from which a building-based service is delivered – residential addresses do not qualify. Lot 4: Early intervention and prevention Day Opportunities These types of Day Opportunities are services which provide centres or hubs within local communities where people with support needs can go to meet others and receive welfare and wellbeing support. These Services will engage People in a range of appropriate activities delivered by the Service Provider or through additional agencies. Services may also provide welfare and wellbeing support which may consist of a range of interventions to reduce social isolation and maximise independence among those accessing the Service. Day Opportunities are predominantly focussed around cohorts of vulnerable people in local communities. For the purposes of this Lot Day Opportunities for individuals with a learning disability are excluded. It is anticipated that this Lot will be used for future demand for Day Opportunities that are unable to be met through other Lots of this Specification, e.g., people with acquired brain injury or mental health support needs or if need arises for a block contract call off and Providers will be invited to participate in a mini competition as detailed in Appendix 12b. The contract Term is 3 years with the option to extend by maximum 48 months in increments of 12 months.
