Award of Supply of Senior Development Planning services

2.3.1 Transport Scotland's Transport Strategy and Analysis (TSA) Directorate requires specialist services to provide:• Resource, allocate, manage and undertake work which includes reviewing, commenting and providing recommendations on: development plans; transport and planning related guidance; potential development sites; policies; Supplementary Guidance and any other planning or transport related documents.• liaise with Local Authorities on the publication of Local Development Plans (LDPs), Regional Spatial Strategies and applicable Local Place Plans.• Promote Transport Scotland’s role as a Key Agency in the development plan process and ensure Scottish Ministers’ interests are represented and plans are consistent with National Planning Framework 4 (NPF4) the National Transport Strategy 2 (NTS2), Climate Change Plan, STPR2 and other policies, strategies and ambitions, such as the Routemap to achieve a 20% reduction in car kilometres by 2030.• Support our involvement in the new LDP Evidence Report preparation process, liaising across policy teams to determine what information and data they have in accordance with the LDP Guidance and what can be shared with local authorities.• Advise authorities on the appropriate development plan appraisal process prepared in line with Development Planning and Management Transport Appraisal Guidance (DPMTAG), to determine the potential cumulative impact of development, and the identification of deliverable mitigation measures.• Represent Transport Scotland on the Key Agency Group (KAG), engaging with other agencies on the planning system.• Liaise and engage with the Planning, Architecture and Regeneration Division (PARD) in Scottish Government on a regular basis, particularly on transport policy matters, the submission of LDP Proposed Plan representations and other planning related documents from the Department for Planning and Environmental Appeals.• Undertake research, prepare briefings and contribute to answers from questions from the public and Ministers.
