West Yorkshire Combined Authority and the Leeds City Region Enterprise Partnership has secured a GBP 1 000 000 000 plus Growth Deal to support growing businesses, develop a skilled and prosperous workforce, improve energy efficiency and create the housing and transport infrastructure for growth. Within this Growth Deal, there are a number of schemes, predominantly highway, that will require specialist services over the coming years. These services will be acquired through a framework that will then be subject to mini-competition invited during the period by individual districts as and when required. The schemes and services are listed in the questionnaire. Environmental services required include: environmental noise monitoring, contaminated land assessments, asbestos surveys, etc. ecological services required include; ecology surveys, protected species surveys, tree surveys and biodiversity services, etc. The services required include: Compulsory purchase orders (CPO), development consent orders. Compensation advice on site or route selection from a property perspective valuation and compensation estimates, including for business disturbance expert witness evidence at public inquiry/scheme examination negotiations with claimants after CPO implementation expert witness evidence at upper tribunal (Lands Chamber) easement and wayleave negotiations, licences for additional working areas, sites of special scientific interest and other management agreements. Land surveying/topographical services required include: Topographical surveys for projects in AutoCad or other formats. Liaise with other consultants/Council staff/others from time to time in a collaborative manner in order to develop schemes and detailed designs. Landscape architectural services required include: general landscape design from feasibility, planning, design and implementation of public realm schemes associated with urban transport infrastructure projects, at all scales and stages; public consultation skills, expert witness skills, project management skills and experience of working as part of a multi-disciplinary team. Planning services required include: planning policy, applications and appeals, appraisals, strategy and team assembly, regeneration and urban design, legal agreements and infrastructure payments, stakeholder engagement, sustainability and environment and other related services. To manage in-house professional and technical staff together with external partners, consultants and contractors to oversee and deliver successful feasibility, detailed design and construction management of civil engineering infrastructure programmes and projects. Cost planning and commercial management throughout the entire life cycle of the project from inception to post-completion value engineering risk management and calculation procurement advice and assistance during the tendering procedures tender analysis and agreement of the contract sum commercial management and contract administration assistance in dispute resolution asset capitalisation interim valuations and payment assessment Cost management process Assessing the additional costs of design variations. Auditing ensuring robust processes are in place and to certify cost estimates and models. The surface water management services required include: • strategic flood risk assessments, • site specific flood risk assessments, • development of surface water management plans, • experience of bids/grant aid in line with environment agency requirements, • experience of delivering flood schemes from feasibility to completion of works on site, • experience of developing surface water drainage solutions for infrastructure projects which maximise the use of sustainable, • drainage (SUDS) techniques. Auditing ensuring robust processes are in place and to certify cost estimates and models. Technical support services in the following disciplines: all aspects of civil engineering, highway engineering, transportation and traffic engineering, procurement and other related disciplines. Application of economic modelling and data analysis to help identify solutions for strategic transport challenges and opportunities economic assessment of projects: from feasibility through to formal project appraisal and options assessment and business case development. Assessment of wider economic impacts (WEIs) of transport schemes. Assessment and delivery of funding and financing options for major projects. Underground utility mapping survey services required include: utility mapping surveys, geophysical surveys, desktop mapping and associated services. Traffic signal services required include: traffic signal design of signalised pedestrian crossings, signalised junctions, signalised roundabouts and linked schemes, car parks/service areas control, cycle facilities — bus priority systems and junction evaluation using TRANSYT and LINSIG and associated services, UTMC functions including Wireless and fibre communications and associated UTMC devices.
