EOI: Intermediate Minor Oral Surgery in Coventry and Warwickshire and General Dental Services in Rugby

NHS Arden & Greater East Midlands Commissioning Support Unit (AG CSU) on behalf of NHS Coventry and Warwickshire Integrated Care Board (ICB) (referred to as the Commissioner) wish to inform the market of a future procurement opportunity for Intermediate Minor Oral Surgery (IMOS) including treatment under Conscious Sedation across the Coventry and Warwickshire ICB area. There is also an opportunity to deliver General Dental Services (GDS) in Rugby. <br/><br/>The anticipated contract duration is for 7 years with the option to extend for a further 2 years (total contract duration 9 years). A Personal Dental Services (PDS) agreements will be established with the successful bidder(s) for both services. <br/><br/>The Commissioner would like to invite suitably qualified and experienced providers to participate in a market engagement assessment questionnaire that will help to gauge the interest in the proposed services that will help to:<br/><br/>• Gain market views on the viability of procuring IMOS and GDS services,<br/>• Determine a structure of the future procurement,<br/>• Determine the lotting strategy for the IMOS services in Coventry and Warwickshire. <br/><br/>A draft service specification and a draft PDS contract has also been uploaded onto the portal for review and comments.<br/><br/>Guidance regarding how to view the draft service specification, contract and how to complete this questionnaire has been provided below. Please note, the deadline to respond to the questionnaire is 12 noon on Friday 15th December 2023.<br/><br/>Your detailed feedback, knowledge, ideas, positives and negatives in response to the questions listed in the published market assessment questionnaire are invaluable to us and will help inform the IMOS and GDS services commissioned and will be considered together with information from patients and other key stakeholders. The Commissioners are truly grateful for your help and support. Lot 1: The Commissioners are considering a number factors in developing the IMOS service in Coventry and Warwickshire and the GDS service in Rugby, which will include patient engagement, Health Equity Audit (HEA) and the responses from this market engagement. The lotting strategy is unknown at present, and the outcome of all these aspects will inform the anticipated approach for the IMOS services in Coventry and Warwickshire. <br/><br/>1. IMOS services in Coventry and Warwickshire: - <br/><br/>The Commissioners would like to appoint service provider(s) for providing high quality Level 2 Intermediate Minor Oral Surgery (IMOS) including treatment under Conscious Sedation across the East Midlands. Intermediate Minor Oral Surgery is a referral service for people over the age of 16 years and is provided within a community setting. The service will provide specialist treatment e.g. complex dental extractions by a clinician with enhanced skills and experience that is either on the oral surgery specialist list or accredited in line with national guidance. Treatment may be provided under local anaesthetic and the clinician may use quality behavioural management techniques or provide treatment under conscious sedation where appropriate for minor oral surgery procedures.<br/><br/>The service objectives are to:<br/><br/>• ensure that equitable, accessible, cost effective, high quality IMOS Surgery including treatment under Conscious Sedation is available to the public in Coventry and Warwickshire.<br/>• increase the availability and accessibility of the primary care based IMOS Services to those patients who require sedation to support them to receive a minor oral surgical procedure locally.<br/>• reduce the number of patients receiving minor oral surgical procedures under general anaesthesia.<br/>• to deliver clinical services based on best available evidence and will work to relevant clinical guidelines published by professional bodies, incorporating relevant best-practice principles.<br/>• to have appropriately registered, qualified, trained, accredited and experienced professionals to ensure that the complexity of the patient or procedure matches the skills and setting of the individual or team providing the treatment.<br/>• to deliver safe, high quality, patient-centred oral surgery services from primary care settings by named Performers.<br/>• to ensure that patients who most need the services are able to be referred to a local provider.<br/><br/>The Commissioners would like to invite suitably qualified and experienced providers to participate in a survey that will help to gauge the interest in the proposed service.<br/><br/>2. General Dental Services in Rugby:<br/><br/>• to address the fundamental NHS dental access challenges in Rugby. There is a need for NHS dental services across Rugby and it is the Commissioner’s intention to support current NHS provision as well as to recover lost NHS dental access. The service provided will reflect banded courses of treatment as per the standard PDS contract. With this in mind, we are inviting Bidders who are committed to NHS provision. <br/><br/>• to eliminate inequity of dental service provision with a focus on supporting health inequalities agenda by supporting vulnerable groups and ensuring that services are responsive to local patient needs. Commissioners will work collaboratively with providers in ensuring that the procured services are best placed to respond to the inequalities agenda.<br/><br/>• the new NHS general dental services deliver as expected within the contract as there is a high demand. The Commissioner is willing to work with providers to ensure that expected delivery of service is maintained. <br/><br/>• to ensure that the providers are responsive to the needs of the local Rugby population and to provide quality NHS services that offer better outcomes and experience for patients. Providers will be expected to engage with local patient groups like the local Healthwatch and the local Integrated Care System to offer joined up oral health care. <br/><br/>• to support value for money and principles enshrined in the NHS Mandate by ensuring that public money continues to be spent with care. Additional information: Please note that this survey is purely a market engagement exercise.
