This Prior Information Notice (PIN) announces the Contracting Authority's intention to establish a Heating, Electrical, and Decarbonisation Framework. This framework will replace the current provision and will cover a wide range of services related to Heating, Electrical systems, Retrofit and Decarbonisation within the public sector. The expected tender release date is mid-November 2024. The Framework will be divided into six lots, enabling the selection of CPV codes, regions, and financial capacity criteria. As a framework agreement, the expected expenditure is set at 1GBP, with a maximum capacity of 90 million GBP. All public sector bodies listed in the latest classification guide by the Office for National Statistics (ONS) will have access to the Framework. This includes government departments, local authorities, educational institutions, healthcare organisations, and other public sector entities covered by the ONS classification. Existing appointees and organisations expressing interest via the mytenders.co.uk portal will be notified when the tender is issued. Lot 2: Commercial and District Heating Lot 2 of the Heating, Electrical, and Decarbonisation Framework is designed for contractors who specialise in Commercial and District Heating Systems. Contractors within this lot will be expected to deliver services related to the design, installation, maintenance, and compliance of commercial heating systems, as well as district heating networks. These services will include the provision of energy-efficient and low-carbon solutions, ensuring that public sector buildings operate in compliance with the latest environmental and regulatory standards. Lot 2 may cover a range of public sector properties, including but not limited to, government buildings, schools, healthcare facilities, and other public institutions. Contractors will need to demonstrate expertise in managing large-scale heating systems, including centralised heating plants that serve multiple buildings or regions. The total framework value across all six lots is 90 million GBP, and this lot offers an opportunity for contractors to be part of a flexible framework agreement, allowing for the selection of CPV codes, regions, and financial capacity criteria. Lot 1: Heating and Electrical Services Combined Lot 1 is specifically designed for contractors capable of delivering a full range of Domestic, Commercial, Low Carbon, Electrical, Decarbonisation , Retrofit and Water inspection services. Contractors under this lot will be responsible for the inspection, maintenance, and compliance of various systems within public sector buildings, including but not limited to residential properties, commercial facilities, and low-carbon technology installations. Services may also include electrical and water systems inspections to ensure compliance with current regulations and standards. This framework is designed to support public sector bodies across a variety of sectors, including government departments, local authorities, healthcare organisations, and educational institutions. The framework will offer flexibility through the selection of CPV codes, regional coverage, and financial capacity, with a total maximum contract value of 90 million GBP across all lots. Lot 4 offers a flexible framework agreement, allowing contractors to select the relevant CPV codes, regional areas, and financial capacity criteria that suit their business capabilities and service areas. Contractors with the necessary experience in renewable heating and low carbon systems, including solar technologies, are encouraged to express their interest.
