Lowestoft Dynamic Purchasing System

East Suffolk Council is inviting interested suppliers to support the delivery of the multi-million-pound Lowestoft Town Investment Plan, by joining a Dynamic Purchasing System (DPS) to provide Works and Services in the town and surrounding area. Projects within the Lowestoft Town Investment Plan, along with any similar projects which may arise in the future and fall within the programme scope, will be grouped into lots. Suppliers, once qualified, may bid for individual tenders under the lots in the DPS. Pre-qualified suppliers will be able to see, and be notified of, all advertised projects in a lot and submit a tender response. The DPS will provide a full range of procurement activities over the next 10 years- projects on all lots will be of varying sizes and will provide exciting contracts for large and small, local, regional and national providers throughout the lifetime of the Lowestoft Investment Plan. The DPS will be hosted by In-tend eSourcing systems and will be a fully electr Lot 1: Architectural and Design Services Provision of Architectural and Design Services from initial concept designs through RIBA stages 0-7. Architectural services will include principal designer role as required by CDM Regulations 2015. Providers should expect to provide project management as specified in either NEC or JCT construction contracts as applicable.Services may include but are not limited to:Concept workDesign workArchitects including both commercial and residential needsLandscape/public realm architectsConservation architects Lot 2: Specialist Services relating to Works Services required may cover (but is not limited to) expertise provided throughout the duration of a works contract, supporting the authority’s officers in development and management of works contract to practical completion.Services may include but are not limited to:Quantity SurveyorsEmployers AgentClerk of WorksCost ConsultantsM&E EngineerStructural EngineerCivil EngineerContract Administrator Lot 3: Surveys and Studies Work should cover (but is not limited to) expertise provided on a temporary basis, engaging with all relevant stakeholders to deliver efficiencies or improvements in service or value in assets, producing technical and specialist studies, providing specialist professional advice.Appointed for individual services:Environment/ecology specialistsEPC assessorTopographic/measured surveyorsAsbestos Surveyor Feasibility StudiesViability Studies Lot 4: Consultancy Services Work should cover but is not limited to expertise, provided on a temporary basis, engaging with all relevant stakeholders to deliver efficiencies or improvements in service, or value in assets (including physical, financial or personnel).Services may include but are not limited to:Master-planning consultantsDevelopment supportEnergy services consultancyEconomic planning consultancyCultural and leisure consultancyLand valuation consultants Lot 5: Works with a contract value of less than £500,000 The works covered by this lot are defined as having an estimated contract value of less than £500,000. These works may include (but are not limited to):Repairs to buildings including refurbishment and re-purposingRestoration or conservation workPublic access (ramps, steps, footpaths, etc) and amenity structuresMinor Design and Build work LandscapingPublic realm (including play equipment, outside gyms etc.)Minor construction worksDemolition Lot 6: Works with a contract value £0.5 million to £1.5 million The works covered by this lot are defined as having an estimated contract value not exceeding £1.5 million. These works may include (but are not limited to):Repairs to buildings including refurbishment and re-purposingRestoration or conservation workConstructionDesign and Build work Landscaping and Public RealmDemolitionHousing developments Lot 7: Works with a contract value £1.5 million to £5 million The works covered by this lot are defined as having an estimated contract value over £1.5 million but not exceeding £5 million. These works may include (but are not limited to):Repairs to buildings including refurbishment and re-purposingConstructionDesign and Build work Landscaping and Public RealmDemolitionHousing developments Lot 8: Works with a contract value over £5 million The works covered by this lot are defined as being major works contracts and having an estimated contract value £5 million.
