Virtual Market Engagement / Telling Event Supported Accommodation For Supported LD Accommodation :130 Sewardstone Road (1st floor) and 12 Norman Grove- Tower Hamlets 1tst February 2024 11.00am Background and Context The LB of Tower Hamlets will be completing two developments of supported housing shortly and is looking for one provider to deliver the support service at 130 Sewardstone Road (4 units) and 12 Norman Grove (7 units). The Council is seeking an innovative, creative, flexible and committed provider prepared to work in close and effective partnership with adults with learning disability, with their family/carer and with a wide range of local partners, including the Council, to provide personalised supported accommodation to individual adults with learning disability with various levels of needs. LB Tower Hamlets as commissioning authority, is issuing this for information only, in order to understand the reaction of the market and mobilise interest to inform the specification and seek market interest and ideas. This process is being undertaken to raise: The potential level of interest, from providers, in this opportunity. Please join the virtual event on Friday 1st February 2024 for the opportunity to learn more about the project and the intension to go to market for a solution . Attendees will have the opportunity to ask questions on the day. Additional information: The new supported accommodation will be available to Tower Hamlets residents assessed and referred by the Communities Learning Disabilities Team (CLDS). All of them will have learning disability / autism and they will benefit from a service supporting their journey towards greater independence. The decision to house an individual at each site will be a consensual one, agreed by the council, the service provider and the individual or their carer. First floor 130 Sewardstone Road - Tower Hamlets The first floor has been developed into two self-contained flats, each with 2 double bedrooms, 4 units in total. The first floor comprises of 2740 sq. ft made up of 4 ensuite bedrooms, one shared living/dining/kitchen area for each flat, a meeting room and one ensuite staff bedroom. Flat A is designed for 2 wheelchair users fitted with wheelchair accessible bathrooms. All residents of both flats have access to the garden surrounding the property. The first-floor flats are accessible via a lift and two stairs (one will be a fire exit). Both flats are separated by a door so support staff can access each flat. The 130 Sewardstone Road building is shared with the LBTH residential respite service on the ground floor. However, both services are separate from each other with different entrance and garden access. Norman Grove Tower Hamlets Norman Grove is a new built development stretching over 2 floors with access to a garden. The ground floor includes 2 wheelchair accessible ensuite bedrooms, staff facilities (bedroom and office) and communal kitchen and living space. The first floor includes 5 ensuite bedrooms, a communal kitchen and one activity room. The first-floor facilities can be accessed via a platform lift and 2 sets of stairs. Support and Service Requirement The aims of the service will be to support up to 4 individuals at Sewardstone Road and 7 individuals at Norman Grove with Learning Disability and Autism who have a range of needs. The support delivered should be proactive, personalised, and flexible, tailored to each service user's individual needs, including maintaining and developing their emotional, intellectual, physical, social, and independent living skills. The support should promote empowerment, independence and choice within the home and community, and prevent isolation. The support service users receive should deliver positive outcomes and aim to achieve the personal goals identified in their CLDS Care Plans. The service provider will be asked to use strength based doing with rather than "doing for "approach, in line with best-practice guidance within CQCs 'Building the Right Support' that delivers the key principles of person-centred outcome focused support.
