Summary of the work Joint EPR Consultancy Services for 3 Acute Trusts - Output based specification - Outline business case - Procurement services - Full Business case Latest start date Monday 13 May 2019 Why the Work is Being Done Consultancy support related to business cases, output based specification and procurement services for an electronic patient record. This work must start in mid-may. Once this shortlisting stage has been completed on this portal, a more detailed tender document will be shared for completion. A final supplier will be chosen based on their response to this, more detailed, tender document. Problem to Be Solved The three acute Trusts across Norfolk and Waveney are looking to procure an EPR across the three organisation. To support them in this process they are looking for a consultancy firm to provide consultancy services in relation to; an outline business case, output based specification, procurement services and a full business case. The tender is being issued by Norfolk and Norwich University Hospitals NHS Foundation Trust (NNUH) on behalf of Norfolk and Waveney STP, NNUH, James Paget NHSFT, Queen Elizabeth NHSFT. Who Are the Users As a clinician and member of staff, I need access to timely clinical and non-clinical information to support me to provide high quality, efficient patient care. Early Market Engagement N/A Work Already Done A strategic outline case has already been created to review the feasibility of procuring an EPR across the three acute organisations. This will be available as information upon award of contract. Existing Team the supplier will be working with STP , the acute trust teams and any other key stakeholders. No other suppliers will be involved in the delivery of this work although EPR suppliers will be part of the process. Current Phase Discovery Skills & Experience • The supplier must have delivered, be able to evidence and provide references for,similar EPR OBC services to at least three specified acute NHS trusts or similar • The supplier must have delivered, be able to evidence and provide references for, similar EPR OBS services to at least three specified acute NHS trusts or similar • The supplier must have delivered, be able to evidence and provide references for, similar EPR procurement services to at least three specified acute NHS trusts or similar • The supplier must have delivered, be able to evidence and provide references for, similar EPR FBC services to at least three specified acute NHS trusts or similar Nice to Haves • Knowledge or experience of working within Norfolk and Waveney region • Delivery of a multi-organisation EPR procurement, ideally in the NHS • Experience of taking NHS organisations from business case to full EPR deployment • Strong background in understanding the change and people elements of EPR programmes Work Location There is no fixed site for this work as the supplier will need to travel to relevant locations in Norfolk and Waveney to meet key stakeholders as required. Working Arrangments Suppliers are not expected to be based on site but will be required to visit key people and organisations as part of this process including, team meetings, stakeholder engagement, feedback sessions, demonstrations etc. This is due to this work being of a consultancy nature rather than a fixed resource. Any costs submitted should include coverage for expenses as no expenses can be claimed over and above the agreed price. Security Clearance DBS may be required. Under the nice to have section you state "Knowledge or experience of working within Norfolk and Waveney region", this would imply that there is a preferred bidder, is that the case and if not is this experience essential? This wasn’t our intention, please note and accept this to be reworded to "knowledge of the Norfolk and Waveney region". This remains a "nice to have" criteria, not an "essential" criteria. 2.
