Description
The Royal Parks Limited are procuring a new Framework Agreement for the works contractor to be selected by a Restricted Procedure to deliver landscaping ground and turfing reinstatement works, by use of call-off contracts between the works contractor and the Royal Parks Limited wholly owned subsidiary TRP Trading Company Limited. We will require the contractor to undertake the works to continue to maintain the standards in the landscaping ground and turfing reinstatement works, to provide and maintain world class public parks. Quality is a priority, as we aim to invest in the betterment of these precious parks. A works contractor with significant capability is required to undertake the scale of works in the restricted timescales available, in as sustainable way as possible. The Framework Agreement will be used to contract with the landscaping ground and turfing reinstatement works contractor, who must have the equipment and operatives to carry out the landscaping ground and turfing reinstatement works for the parks as required, following major events, ceremonials, and other projects, and to address damage and mitigations or other requirements across the Royal Parks and adjacent areas. The Major Events including the Winter Wonderland take place on an annual basis, and other events take place, when scheduled. The Framework Agreement and call off contracts will include for the annual reinstatement of the Hyde Park Parade Ground, although landscaping grounds and turfing reinstatement works in the other parks will be required, at other times over the duration of the Framework Agreement. The works will range in size and nature depending on the extent of impact on the park and location. Lot 1: The Framework Agreement will be for 4 years from 1st July 2024 to 30th June 2028 with an option for a fifth year’s extension to 30th June 2029 if events/circumstances require this extension. The Framework Agreement’s scope of works will be similar to the current Framework tendered in 2019 that ends on the 30th June 2024. A Restricted Procedure with a selection process will be used to procure this Framework Agreement for CPV coded works including: 45112711 Landscaping work for parks (including ground reinstatement works) and including 45112710 Landscaping for green areas, 45232451-8 Drainage and surface works, 77314100-5 Grassing (Turfing) Services and 77315000-1 Seeding Services. The Restricted Procedure is a two-stage process. The first stage is a selection process, where the tenderers’/bidders’ capability, capacity and experience to perform the contract is assessed to shortlist bidders. This means the number of bidders can be reduced at the selection stage to no more than five. The second stage is when the Invitation to Tender is issued and the tenders/bids are then assessed to determine the most economically advantageous tender/bid, which is the basis of the contract award for the Framework Agreement. Only the shortlisted bidders are invited to submit a tender. A Tenderer’s awareness visit will be arranged. The Framework Agreement may be suitable for economic operators that are financially secure, adequately resourced with plant and operatives, and an economic operator may include small or medium enterprises (SMEs), providing there is previous experience delivering works of a similar scale for preparing the landscaping ground works to reinstate and lay the turf in areas of up to 14 Hectares per year. The economic operator requires access to sufficient suitable turf and be able to meet the requirements that will be in the procurement documentation. However, any selection of tenderers will be based solely on the criteria set out for the procurement. Additional information: A Restricted Procedure with a selection process will be used to procure this Framework Agreement for CPV coded works including: 45112711 Landscaping work for parks (including ground reinstatement works) and including 45112710 Landscaping for green areas, 45232451-8 Drainage and surface works, 77314100-5 Grassing (Turfing) Services and 77315000-1 Seeding Services.
