Dynamic Purchasing System (DPS) for Assessment and Therapies

The Council has established a collaborative Dynamic Purchasing System (DPS1002263/20/HS)for the Provision of assessment and therapies for the five Authorities in the Gwent Region in line with the Light Touch Regime and Public Contract Regulations 2015. The Council is looking to engage with suitably experienced and qualified organisations/individuals for the provision of independent professionals to deliver specific time and task limited assessments and therapeutic (or other) interventions. The independent professionals will deliver the service across the five local authorities within the Gwent Region following the instruction of the Commissioner requiring a service. The professional will be required to be independent from the instructing local authority and their assessments/interventions should be impartial, clear and analytical. Following the initial award of Individuals / Organisations to the DPS, the opportunity has been re opened for those who have either failed during the initial procurement process or new Individuals / Organisations applying to join the DPS. This process has commenced with the advertisement of this contract notice issued via sell2wales, which shall remain live for the duration of the DPS period. Lot 1: Independent Social Worker Independent Social Worker - The Council require Independent Social Workers to undertake general social work activities which are required to act as agents of the Council to provide an independent view. Whilst the work will be in relation to the Child, Independent Social Workers will be required to complete work with the child(ren), parents, other family members or others connected to the child.Independent Social Workers will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Providers must share the content of their report with the family / individuals and distribute the report to the appropriate personnel within Social Services and assessment plans will be required. Providers must be able to attend court and present their information in a confident and competent way. Lot 2: Independent Social Worker – PAM’s Assessments The Council requires Independent Social Workers (or equivalent other) specifically to undertake PAMs Assessments which are required to act as agents of the Council to provide an independent view. PAMs assessments could be of one or both parents at the same or both parents at different times. Providers will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Providers must share the content of their report with the family / individuals and distribute the report to the appropriate personnel within Social Services and assessment plans will be required. Providers must be able to attend court and present their information in a confident and competent way. Lot 3: Therapist The Council require therapists to undertake therapeutic interventions above and beyond the remit and / or capacity of the social worker and which are required to be independent and impartial from the Council. Therapists will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Providers must be able to attend court and present their information in a confident and competent way. Lot 4: Counsellor / Psychotherapist The Council require Counsellors / Psychotherapists to undertake therapeutic interventions which are above and beyond the remit and / or capacity of the social worker and which are required to be independent and impartial from the Council. Counsellors / Psychotherapists will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Lot 5: Play Therapist The Council require therapists to specifically undertake play therapy interventions which are required to be independent and impartial from the Council. Play Therapists will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Lot 6: Psychologist – Child and Adolescent The Council require Psychologists to undertake Psychological Assessments and interventions which are required to be independent and impartial from the Council. This lot relates specifically to Psychological work to be undertaken with Children, Young People and adolescents. Psychologists will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Lot 7: Psychologist – Adult The Council require Psychologists to undertake Psychological Assessments and interventions which are required to be independent and impartial from the Council. This lot relates specifically to Psychological work with Adults. Psychologists will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Lot 8: Psychologist – Cognitive Assessments / Capacity to Litigate Assessments The Council require Psychologists specifically to undertake Cognitive Assessments / Capacity to Litigate Assessments which are required to be independent and impartial from the Council. Psychologists will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Providers must be able to attend court and present their information in a confident and competent way. Lot 9: Psychiatrist – Child and Adolescent The Council require Psychiatrists to undertake Psychiatric Assessments which are required to be independent and impartial from the Council. This lot relates specifically to Psychiatric assessments of children, young people and adolescents Psychiatrists will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Lot 10: Psychiatrist – Adult The Council require Psychiatrists to undertake Psychiatric Assessments which are required to be independent and impartial from the Council. Psychiatrists will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Providers must be able to attend court and present their information in a confident and competent way. Lot 11: Specialist Risk Assessor – Sexual Abuse The Council require Specialist Risk Assessors to undertake Risk Assessments including Perpetrator Assessments, Families Ability to Protect and Associated Risk Assessments which are required to be independent and impartial from the Council. Risk Assessors will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Providers must be able to attend court and present their information in a confident and competent way. Lot 12: Specialist Risk Assessor – Physical Abuse The Council require Specialist Risk Assessors to undertake Risk Assessments including Perpetrators Assessments, Families Ability to Protect and Associated Risk Assessments which are required to be independent and impartial from the Council. Risk Assessors will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Providers must be able to attend court and present their information in a confident and competent way. Lot 13: Support Worker (Residential Care) The Council require Independent Support Workers employed by a reputable company / agency registered with the appropriate professional standard organisation to undertake support work activities which will be identified at the point of contract. Support Workers are required to be independent and impartial from the Council. Whilst the work will be in relation to the child, Support Workers will, at times, be required to complete work with the child(ren), parents, other family members or others connected to the child. Independent Support Workers will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Providers must be able to attend court if required and present their evidence in a confident and competent way. Lot 14: Supervised Field / Contact Worker The Council require Independent Supervised Contact Workers employed by a reputable company / agency registered with the appropriate professional standard organisation to undertake Supervised Contact. The workers are required to be independent and impartial from the Council. The work may be required due to capacity issues within the current service, requirement to supervise contact in a specific location (for example hospital settings) or other specific, time limited pieces of work. Independent Supervised Contact Workers will be required to complete the work in a professional manner and in line with Statutory and Council requirements. Providers must share the content of their report with the family / individuals and distribute the report to the appropriate personnel within Social Services. Providers must be able to attend court and present their information in a confident and competent way. Lot 15: Miscellaneous This lot is for any new assessment and therapies that may develop during the period of the Dynamic Purchasing System. All Individuals / Organisations that tender for any lot 1 – 14 shall be placed on lot 15 – Miscellaneous. The Commissioner shall call off this lot by running a mini competition as set out in the tender documentation.
