Welsh Water has published a vision for water 2050 as part of its consultation process with its customers for future business planning and investment. We are looking to tender the provision of field services and consultancy services through a public notice in 2019. Our business objectives are to further improve leak detection services for our customers, improve water efficiency and reduce our cost to deliver. We intend to hold a supplier event in advance of this public call for competition. The services required in this lot are based on provision of trained/skilled leakage maintenance technicians, to undertake field based observational activities in specified DCC water network areas. There is also a requirement for office based analysis to undertake data reviews and advise field based terms on work planning and scheduling. Tasks shall include delivering and undertaking sounding on all DCC assets and locating possible leakage instances, reporting these into DCC systems. Field resources will be required to undertake comprehensive leakage detection surveys on DCC assets. Areas will be pre-defined by in work packages let by the DCC leakage team, with the main purpose of the work under this lot to reduce leakage. There will also be a requirement to undertake leakage and demand investigations/surveys on trunk main service reservoir assets. The scope will focus on installation and maintenance of logger, control devices and other consumables (LRP’s, Pulse units/cables) purchased by DCC under separate supply agreements. DCC’s current logger estate is c.10 000 and predominantly comprises of cellos to monitor both flow and pressure, this is likely to grow by a further 10-20 % over the next AMP period. Approximately 170 verification tests and surveys will take place against DG1 reportable meters/network meters. There will also be a requirement to undertake meter verifications tests on water distribution and abstraction networks using best available verification technologies and techniques, the output from each verification test shall be to produce auditable test results including detailed verification reports and follow on actions. This Lot will focus on monitoring individual customer supplies, working along DCC and other 3rd parties. This service will be delivered via used of trained field based resource. The supplier will undertake field surveys, data analysis and reporting for each SMA/LCA/DMA identified by DCC to form part of the programme of works. Each area will be taken offline for the duration of the investigations (where practically and reasonably possible) to allow for minimal disruption. The work will cover the above mentioned areas in an effort to better understand the components of night flow where traditional leakage detection methods have proven ineffective. The services required under this lot are focused on the supply of trained field base technicians, undertaking servicing of DCCs pressure management estate. All work will be identified and planned by DCC. Field resources may be required to undertake on site surveys, investigations and asset servicing. It is estimated there will be a workload of approximately 500 services per year for the duration of the agreement. Supply of products will not be required under this lot, this is managed via a separate agreement. 1) Production and refreshing of hydraulic models; 2) Technical water network assessments for compliance reporting, targeting, maintenance and investment; 3) Provision of resource for specific projects.
