Multi Provider Framework Agreement for Care, Support and Enablement (CSE) within Supported Living and Community Networks

Nottinghamshire County Council wish to appoint Providers under a ‘Framework Agreement’ to deliver Care, Support and Enablement (CSE) services across Nottinghamshire County. From time to time the Framework Agreement may also be used to commission CSE services outside of Nottinghamshire County boundaries. The Framework Agreement will have an initial term of four years and options to extend for up to a further 24 months. All Providers under this Framework Agreement must have: • a minimum of three years of recent organisational and/or management experience in the delivery of care, support and enablement services for people with disabilities and/or complex needs. • a commercial office location within the Nottinghamshire boundary, or within a fifteen-mile radius of the Nottinghamshire boundary. In addition to the above, Providers bidding for services under lots 1, 2 and 3 of this Framework Agreement must have: • a current registration with the Care Quality Commission (CQC) for the delivery of the regulated activity of personal care. Registration with CQC is not a requirement for Providers solely bidding for lot 4. Providers should note that a further opportunity / opportunities to bid for any, or all lots of this Framework Agreement may be advertised in the future. No date/s have been set for any such process. Any bidder who is unsuccessful in this tender may bid again in any future tender for admission to the Framework Agreement. Lot 1: Supported Living Under lot 1 Providers will be contracted on a Call-Off basis to deliver standard care, support and enablement services. The services commissioned under lot 1 will meet the standard care, support and enablement needs of an individual, or group of individuals, which may relate to Learning Disability and/or Mental Health and/or Autism and/or Physical Disability and/or Deaf and deaf/blind communication. Providers under lot 1 must have: A minimum of three years of recent organisational and/or management experience in the delivery of care, support and enablement services for people with disabilities and/or complex needs. A commercial office location within the Nottinghamshire boundary, or within a fifteen-mile radius of the Nottinghamshire boundary. A current registration with the Care Quality Commission (CQC) for the delivery of the regulated activity of personal care. There are options to award Call-Off Contracts directly (direct award - subject to meeting certain conditions set out in the Framework Agreement), or further to a mini competition under this lot. Lot 2: Enhanced Supported Living (Plus) Under lot 2 Providers will be contracted on a Call-Off basis to deliver enhanced care, support and enablement services. The services commissioned under lot 2 will meet the enhanced care, support and enablement needs of an individual, or group of individuals, which may relate to Learning Disability and/or Mental Health and/or Autism and/or Physical Disability and/or Deaf and deaf/blind communication. Providers under lot 2 must have: A minimum of three years of recent organisational and/or management experience in the delivery of care, support and enablement services for people with disabilities and/or complex needs. A commercial office location within the Nottinghamshire boundary, or within a fifteen-mile radius of the Nottinghamshire boundary. A current registration with the Care Quality Commission (CQC) for the delivery of the regulated activity of personal care. There are options to award Call-Off Contracts directly (direct award - subject to meeting certain conditions set out in the Framework Agreement), or further to a mini competition under this lot. Lot 3: Accommodation and Support Under lot 3 Providers will be contracted on a Call-Off basis to deliver standard or enhanced care, support and enablement services and facilitate the provision of accommodation for an individual, or group of individuals. The services commissioned under lot 3 will meet the standard or enhanced care, support and enablement needs of people which may relate to Learning Disability and/or Mental Health and/or Autism and/or Physical Disability and/or Deaf and deaf/blind communication. Providers under lot 3 must have: A minimum of three years of recent organisational and/or management experience in the delivery of care, support and enablement services for people with disabilities and/or complex needs. A commercial office location within the Nottinghamshire boundary, or within a fifteen-mile radius of the Nottinghamshire boundary. A current registration with the Care Quality Commission (CQC) for the delivery of the regulated activity of personal care. In order to be considered for lot 3 the bidder must also submit a compliant bid for lot 1 and/or lot 2. A bid solely for lot 3 will be deemed non-compliant. There are options to award Call-Off Contracts directly (direct award - subject to meeting certain conditions set out in the Framework Agreement), or further to a mini competition under this lot. During the term of the Framework Agreement the Council reserves the right to allow a further opportunity restricted to all lot 1 Providers and/or all lot 2 Providers to bid to join lot 3. Lot 4: Community Networks Under lot 4 Providers will be contracted on a Call-Off basis to deliver support and enablement services to groups of individuals via ‘Community Networks’. The services commissioned under lot 4 will meet the needs of people which may relate to Learning Disability and/or Mental Health and/or Autism and/or Physical Disability and/or Deaf and deaf/blind communication. Providers under lot 4 must have: A minimum of three years of recent organisational and/or management experience in the delivery of care, support and enablement services for people with disabilities and/or complex needs. A commercial office location within the Nottinghamshire boundary, or within a fifteen-mile radius of the Nottinghamshire boundary. Registration with CQC is not a requirement for Providers solely bidding for lot 4. Call Off Contracts awarded under lot 4 will be the subject of a mini competition in all circumstances.
