Procurement of wheeled excavator

Description

Rana municipality, represented by transport, parks and sports, will go towards the acquisition of a wheel digger with a trailer for use for work with water leaks, trenching, changing gutters, park work, ice cleaning, work with stream intakes and loading snow on municipal roads and municipal property. On this occasion, upon request, the municipality has received an offer for an agreement to purchase wheeled excavators from Gravinord AS. The client notes that it is rare that such machines with trailers are for sale, and new machines have approx. 1 ½ year delivery time. Rana municipality intends to enter into a purchase agreement, provided that no other offeror claims to be able to compete for a similar contract. Lot 1: Rana municipality believes, on the basis of acquiring in the second-hand market, where there do not appear to be similar wheeled excavators with trailers available, that the offered agreement represents an exceptionally advantageous offer that makes it possible to buy wheeled excavators with trailers at a price that is significantly below normal market prices cf. FOA § 5-2 (1) letters a and b, §13-4 letters f and b point 2. Short delivery times further support the efficient use of public funds, as this contributes to the municipality being able to deliver their services faster than when ordering a new machine that has approx. 18 months delivery time. Offered price for the purchase of wheeled excavators with trailers is NOK 2,800,000 ex. VAT. Should there be other providers in the market who are able to deliver in line with the requirement specification below, and can compete with the above conditions, they are encouraged to take contact the client by 10 April 2023 at the latest, then the client will assess organization of competition for the procurement.
