In order to achieve the James Paget University Hospitals NHS Foundation Trust’s (‘the Trust’) ambitious site development and estates strategy, the Trust is seeking a partner (The Strategic estates partner (‘the SEP’)) to assist with the provision of an intelligent estates strategy function to include estates rationalisation, capital programme planning, financing, procurement and construction project management. This may include the provision of hard and soft Facilities management (FM). It is envisaged that these services may be provided to the Trust through the establishment of a joint venture body (“JV”) between the Trust and the SEP to deliver the schemes. However the Trust remains open to the market as to innovative structures or solutions. Hard FM services which the SEP could include; — Consultancy services, resource and support to deliver specific estates projects or solutions; — Developing a programme for and delivering the capital schemes required by the Trust in order to implement the Trust's site development and estates strategy; — Providing strategic consultancy services to maximise value from the Trust's estate; — Managing disposals (where relevant) and income generation from surplus estate or redeveloping parts of the estate for commercial use; — Managing the delivery of and accepting risk transfer in relation to new capital schemes where appropriate; — Providing access to and delivering private sector capital or investment where required; — Providing strategic consultancy services to develop proposals and solutions for hard and soft FM and other related services which will generate efficiency savings whilst maintaining or improving the quality of services; — The SEP (possibly through a JV) will be expected to plan, finance, procure and manage the delivery of schemes for new capital developments and refurbishment projects for the Trust's estate needs as they arise over the duration of the partnership including (but not limited to); —— An opportunity to develop the James Paget University Hospital site, to accommodate a range of health related services and commercial activities; —— Working with the Trust to review space utilisation in its main buildings to ensure optimum location and adjacencies of core clinical services as well as considering ways to maximise the patient and visitor experience including a new or expanded car park solution to accommodate anticipated increases in demand; and —— Working with the Trust to implement its site development and estates strategy which establishes the key parameters for the future development of the site. This will include consideration in designing the optimum location of core services, the location and scale of development elements, the infrastructure provision (notably in terms of transport and parking but also potentially utilities), and public realm enhancements. Soft FM services which the SEP could include; The SEP (possibly through a JV) may also be expected to plan, procure and contract manage a range of soft FM and other services for the Trust where applicable to enable the Trust to realise its site development and estates strategy. These may include; — Facility support services (e.g. facilities management and help-desk, energy management (and incidental energy generation), catering, cleaning, laundry, portering, parking and traffic management, grounds maintenance and security); and possibly related corporate services. Procurement process. To ensure value for money is achieved at the time when the projects are commenced and services required, (and in observing EU procurement principles on behalf of the Trust) it is expected that the supply chain will be competitively tendered (possibly by a JV) via a secondary procurement for each new project or service required. The SEP (possibly by a JV) will therefore provide an integrator role in procuring and co-ordinating these third-party providers to deliver schemes and services for the benefit of the Trust. Partnership with the successful SEP is expected to be for a period of 15 years with an option (at the sole discretion of the Trust) to extend the contract for a further 5 years. However, the soft market testing is designed to identify the best solutions which may vary from the indicated timescale regarding length of partnership period. The Trust is also interested in the SEP seeking other commercial and income generation opportunities in the public and private sector market over the long-term.
