Liverpool City Council are planning to contract for a 10-year landfill gas management service, and would like to hear from any supplier who has the skills and expertise to provide a service to design a Landfill Gas management system and provide long term gas management. Please reply to this advert The existing gas management system has been operational for a number of years. The system consists of extraction boreholes in the main body of the former landfill, extraction boreholes inside the north eastern boundary of the former landfill and monitoring boreholes adjacent to existing nearby residential development. All extraction boreholes are connected via a network of buried pipes (with condensate control) to a compound in which a flare until burns off the collected gas mixture. Landfilling at the site began in the mid-1950s and ended prior to 1984, when much of the site was developed as part of the Liverpool International Garden Festival. The site is currently being considered for development with proposed residential development in the north of the site and other non-residential development, including areas of landscaped public open space, proposed elsewhere. In preparation for this proposed development and given the age of former landfill, studies are currently underway by the Council’s consultants to assess: — the sections of the existing gas management system that can be safely decommissioned to allow development, — the sections of the existing gas management system that need to be maintained/updated (if any) to continue to provide effective management of gas risk, — the sections of the existing gas management system that will need to be diverted to facilitate the proposed development. The existing flare is a recently-designed lean-burn unit and modifications or consolidation of the compound and flare unit may also need to be considered as part of the proposed management contract. The successful contractor will need to work with the third parties currently assessing the site for development to address these and other issues that may arise as the contract progresses. The services are expected to include: 1) The day to day maintenance management of the methane gas plant at Riverside Lands (the Lands) on a 7 day 24-hour call out basis which includes the former International Garden Festival site that is currently being redeveloped by the City’s lessees; 2) To monitor control regulate and balance the gas migration and extraction apparatus and high temperature flare forming part of the methane gas plant both for combustion and ventilation purposes during variable gas yields to enable the safe extraction combustion and ventilation of gas generated within the landfill mass to prevent the build up of gas pressure in order to provide continued protection to buildings on and properties adjacent to the Lands; 3) To undertake daily compound checks of all extraction combustion and ventilation equipment and instrumentation and to monitor all outer and inner boreholes on the Lands and to maintain the concentration of methane and carbon dioxide in the monitoring boreholes below 1 % methane and 1,5 % carbon dioxide or higher levels where these have been demonstrated to be due to external sources; 4) To undertake a daily overview of the operations on the part of Lands that is currently being redeveloped by the City’s lessees and to undertake weekly checks on leachate levels the extraction wells and well heads and the performance and efficiency of the flare stack and migration fans and all valves pumps knock-out pots and drain downs etc; 5) To work in close liaison with the Council’s consultants and officers of the Council with regard to the day to day maintenance management of the methane gas plant its operational condition and repair and renewal of parts and to provide budgetary cost advice to the Council with regard to the repair and renewal of parts; 6) To liaise with the Council’s consultants and officers of the Council with regard to the annual planned maintenance programme (PMP) for the Lands and to provide weekly and annual reports to the Council and its consultants on the performance of the methane gas plant and quality of gas extracted and flared or vented; 7) To satisfy the primary objectives and requirements of the EU Landfill Directive 1993/31/EC and maintain and work within the Atex directive for hazardous areas and to maintain and replace all equipment in line with the requirements set out therein and to ensure that all works carried out are in line with the ICOP for all repairs maintenance and field work required or requested; 8) Provision of technical support services and annual review of gas management system.
