Description
The contracting authority is in need of a framework agreement that covers the contracting authority's hire of temporary doctors. The framework agreement will cover the hire of temporary staff for doctor duty, GP positions, health stations, institutional doctors, and nursing homes. The doctors must be able to be hired for urgent assignments, short-term assignments, long-term assignments and for holiday assignments. As the need for temporary staff can occur on short notice, it is important to ensure the deliveries. The procurement will therefore result in parallel framework agreements with up to 10 (ten) tenderers. Lot 1: The contracting authority is in need of a framework agreement that covers the contracting authority's hire of temporary doctors. The framework agreement will cover the hire of temporary staff for doctor duty, GP positions, health stations, institutional doctors, and nursing homes. The doctors must be able to be hired for urgent assignments, short-term assignments, long-term assignments and for holiday assignments. As the need for temporary staff can occur on short notice, it is important to ensure the deliveries. The procurement will therefore result in parallel framework agreements with up to 10 (ten) tenderers. This is a procurement of a special service. The contest is being held as an open tender contest, cf. the Public Procurement Regulations § 8-3. The procurement will be made in accordance with the Public Procurements Act from 17 June 2016 no. 73 (PPA) and the Public Procurement Regulations (PPR) from 7 February 2020 no. 974 part I and part II, as well as the provisions set forth in the tender documentation. The starting point for how the contracting authority handles the tender offers will be that the offers are evaluated as they stand at the end of the tender deadline unless the contents of the offers indicate that there it is necessary to hold a dialogue between the contracting authority and the tenderer The dialogue can involve desired or necessary clarifications or desired negotiations on the content of the offer. If the contracting authority chooses to negotiate, tenderers are asked to note that this is an opportunity to negotiate all parts of the offer. Tenderers are therefore strongly encouraged to follow the instructions given in the tender documentation and annexes and to ask questions about ambiguities to the contracting authority's contact person through EU Supply. The framework agreement is for 2 years, with an option to extend the contract for 1 + 1 year. The option to extend the contract will be triggered automatically unless the contracting authority sends written notice to the tenderer that the option will not be exercised 1 month before the end of the current contract period.
