A service as official control laboratory for analysis of feedingstuffs for presence of constituents of animal origin

The Department of Agriculture, Food and the Marine (DAFM), as the Competent Authority for the control of animal feedingstuffs, is required to ensure strict adherence to the provisions of the related legislation. Consequently, inspections are carried out at all points throughout the feed chain and samples drawn for analysis by authorised officers of this Department. Article 7 of EU Regulation 999/2001 prohibits the use of animal protein in animal feed even when processed. Processed Animal Proteins are defined in EU Regulation 1069/2009 as animal proteins derived entirely from Category 3 material (animal by-products, as defined under Regulation (EC) No 1069/2009), which have been treated so as to render them suitable for direct use as feed material or other use in feedingstuffs, including petfood, or use in organic fertilisers or soil improvers; Annex IV of the Regulation provides for certain exceptions to this prohibition. Tenderers are required to provide analytical testing capacity in support of the Department of Agriculture, Food and the Marine (DAFM) official control for the detection/identification of the presence or otherwise of constituents of animal origin in feedingstuff in accordance with Regulation (EU) 2017/625 (as amended) and Appendix VI of Commission Regulation (EC) 152/2009 (as amended). The successful Tenderer will be designated Official Laboratory in accordance with Regulation (EC) 2017/625 by DAFM, as the Competent Authority.
