Summary of the work DHSC, with its Delivery Partner Skills for Care are commissioning resources for a Beta phase to become part of its Agile multi-disciplined delivery team for Beta. Skills for Care require the provision of specific technical roles within the multi-disciplined team with the skills outlined in following sections. Expected Contract Length The beta phase will run from April 20 to April 22 Latest start date Wednesday 1 April 2020 Budget Range Up to £1 million to provide Ongoing Support and CTM Development Why the Work is Being Done "DHSC were the subject of an NAO review (and subsequent Public Accounts Committee Hearing) into how they manage their responsibilities with respect to the adult social care workforce. The report made a number of recommendations particularly around implications of exit from the EU on the workforce, vacancy, turnover and accessing supply and demand data which, without ASC-WDS, DHSC will not have the level of data intelligence to implement these or other initiatives. The previous version NMDS-SC was retired in June 19' and a new service was developed in advance in order to provide a smooth transition. We now require this service to be supported in a Public Beta phase with ongoing development." Problem to Be Solved The previous NMDS-SC system was no longer fit for purpose and no longer met user needs. DHSC commissioned a replacement system, which was implemented July 19. This Beta stage was built on findings from previous Discoveries and an Alpha, where various prototypes of the service where tested to determine the most appropriate approach, models and technologies to be developed to meet user needs. The new service is now running in public Beta as MVP and needs to be developed further to meet user needs. Who Are the Users Users of the ASC-WDS system are providers of Adult Social Care (ASC) in England – this includes those regulated by CQC as well as other care services that are not CQC regulated (including organisers of social care such as local authorities). ASC providers range from very small independent providers to large scale national providers. Within these ASC providers there are different user types e.g. those who need to collate and input information and those who need to use the management information that the system generates. This includes the Department of Health and Social Care own requirements. Early Market Engagement Market engagement is longstanding in this area. The NMDS-SC online system (legacy service) collected data from November 2007 to July 2019. Engaging with users has formed part of the daily work of Skills for Care for over ten years. Skills for Care therefore has a lot of subject knowledge with regard to engaging with the market - both in terms of organisations inputting into the service and those using the intelligence derived from the service. We have been part of two discoveries which also provided value information on our users. During our alpha phase and private beta phase we had a full-time user researcher as part of our team developing the new service. We continue to run user research workshops every sprint and embrace user-centric design. At present the service has around 30,000 users spread over 20,000 care workplaces. Work Already Done Following two discoveries we entered our Alpha phase. The Alpha phase identified, through extensive user research and prototyping, the scale of technical and non-technical requirements to meet user needs going forward for a beta development. The discoveries plus Alpha work informed the scoping of our MVP. We passed our Alpha phase assessment and moved into private beta (circa 180 users) and successfully passed our private beta assessment. We have been in public beta since July 19. Elements of MVP remain outstanding however we have also been able to develop some elements of our roadmap based on user feedback. Existing Team The existing team comprises of a Service Owner, Delivery Manager, Product Owner User researcher Technical lead. Subject matter experts. It is anticipated that other resources will be recruited during beta to meet service requirements. Current Phase Beta Skills & Experience • Expert, proven full-stack development skillset, using Gov Paas and AWS • Expert, proven knowledge of designing data models and working at the database level with Postgress • Proven knowledge of core programming concepts such as MVC (model View Controller) and Object-Oriented design • Experience working with NodeJS framework • Proven ability to define and create testing strategies and automate the testing of code • Experience creating bespoke web applications and secure authenticated APIs • Significant experience and expertise in Javascript using ES9 • Experience and expertise in using Angular and Typescript • Experience in writing WCAG AA compliant templates • Proven experience of resourcing and delivering project using the agile project management methodology • Experience wring with GDS frontend toolkit • Expereience working with GDS standard technologies including GOV.UK Cloud Platform as a Service, and Notify • Experience writing code that meets the GDS standards • Experience of using Open source technologies • Experience of using GitHub • Experience of using and deploying AWS alongside Paas • Experience of using Cloudfoundry • Proven knowledge and experience of developing services with effective User Interaction/Experience (UI) designs • Proven knowledge and ability to define and implement user-centric content and content structure Nice to Haves • Knowlede or experience of User Research methods and practises • Knowledge or experience of Content Design • Knowledge and experience of developing services within and adult social care context and setting • Knowledge and experience of wider health and social care data led projects Work Location Skills for Care: West Gate, 6 Grace Street, LEEDS, LS1 2RP Working Arrangments The supplier can be based anywhere but would be expected to be able to easily work in Leeds alongside Skills for Care's Product Owner, Delivery Manager and technical experts when required (a few days per month). Equally the supplier should be able to accommodate 2 - 3 Skills for Care staff working at their premises when required. We aim to be one team working in a combination of co-located and virtual arrangements using technologies and tools to underpin collaborative working. They would be included within rituals and attend Show & Tell, Daily Stand-ups and operate within scrum teams. Because we are using public money we are committed to ensuring we are getting value for money. We are also committed to continual improvement in our ways of working and want to explore the market for new ways of working and ideas to ensure we continue to challenge ourselves and evolve. 11. How do you see the Supplier Delivery Manager and Client Delivery Manager working together? The Supplier Delivery Manager is responsible for the digital delivery and the Client Delivery Manager is responsible for the delivery of the wider service including the digital delivery but also communications and links to other Skills for Care products. There will be close working and some overlap between the roles. 12. What handover will there be if a new supplier is successful? The existing supplier and Skills for Care will be fully committed to providing a full handover of the ASC-WDS service. 13. Given that your requirement is simply to add new (as yet unspecified) features, we think that suppliers will need guidance as to the scale of team that you require if possible? Please see answers to the other questions and in particular the roadmap, our requirement is for a Digital Partner to support the running of the service and to provide development of new functionality based around the roadmap. 14. Is gov PAAS mandatory or just use of the services verify, notify etc? We have a significant amount of full stack development experience working with public sector organisations using AWS/Azure/Cloudfoundary including working with the local council (Adult social care, mental health, child social care etc). It seems a bit limiting on the suppliers who can apply that have equivalent experience. If a Digital Partner has experience with AWS and Cloudfoundry it will not limit anyone from applying as Gov PaaS uses these platforms. We are committed to PaaS in the medium term. However, we recognise that there may be benefits to moving towards AWS and may look to explore with our digital partner. 15.
