Residential Rehabilitation (Alcohol and Drugs) Services National Flexible Framework Agreement

The Scottish Government has commissioned Scotland Excel to undertake research and development work on a national approach to commissioning and procurement of alcohol and drug residential rehabilitation services. This work is part of a national programme of work involving a range of statutory and non-statutory partners. Following previous market research in July 2022 and January/February 2023, we are seeking further engagement with both current providers of residential rehabilitation services and those who may be interested in providing services in the future to inform development of a proposed national flexible framework agreement, in particular the proposed service and commercial requirements which may form part of the agreement. This is a Prior Information Notice (PIN) relating to the engagement with interested parties, to assist with development. This is not a procurement process at this stage. Lot 1: Scotland Excel has been commissioned by the Scottish Government to take forward the following work as part of the National Mission to reduce drug-related deaths and harms: Exploring and developing a national approach to commissioning residential services. Objective: A more effective and efficient mechanism for referral and procurement will lead to delivering better health and wellbeing outcomes for people. Alongside this, essential standards will guarantee quality of care and evidence-based practice in residential rehabilitation. Following a period of market research, Scotland Excel is now developing a national flexible framework agreement for residential rehabilitation services. Scotland Excel anticipates that a procurement process for a national framework will be undertaken and completed during the financial year 2023/2024. We are engaging with a range of stakeholders to help inform the national flexible framework agreement documents, in particular the service specification, pricing documentation, insurance requirements and monitoring. We would welcome input from both current providers and potential providers/interested parties who would be interested in contributing to this process. Participation is not mandatory and any party not participating will not be disadvantaged in any subsequent tender process. If you are interested in contributing to this part of the engagement process, please complete and return the attached Comments Form and/or send your comments to adultsocialcare@scotland-excel.org.uk. The deadline for feedback is 9 June 2023. Draft service specification and accompanying reference clauses documents are also attached. Information you provide as part of this engagement may be shared with partner organisations in the national improvement work such as the Scottish Government, Care Inspectorate, Public Health Scotland, Healthcare Improvement Scotland, Alcohol and Drug Partnerships and Health and Social Care Partnerships (NHS Boards and local authorities), for the purposes of improvement in commissioning and pathways for residential rehabilitation. The Scottish Government, Scotland Excel and statutory organisations commissioning services are not bound to accept any views stated.
