Westminster City Council and the Royal Borough of Kensington and Chelsea are recommissioning the older peoples’ day opportunity services across the Bi-Borough area to offer a wide range of flexible services that can adapt to people’s changing needs whilst offering targeted support where required. The procurement opportunity is divided into three lots: Community Support, Age Well Centres/Hubs, and Day Centres. Each lot has multiple ‘sub-lots’ with additional service specific requirements. This tender is an open procedure under the ‘light touch regime’ in accordance with the Procurement Contract Regulations 2015. Selection criteria include a turnover threshold, and tenderers can apply for more than one sub-lot, but restrictions will be applied as per the ITT documents. Tenderers can bid for one sub-lot or all 12, however, award restrictions apply. The contract term is 5 years with the option to extend for an additional 2 + 2 years, starting on 1st October 2025. Lot 1A: 1A - Community Support (Westminster) - Bridging & Befriending Support for isolated older people which will include befriending and linkages to Day Centres. Lot 1B: 1B - Community Support (Westminster) - Community Dementia Support for those in early to moderate stages of Dementia which will include group activities and 1:1 services. Lot 1C: 1C - Community Support (RBo Kensington & Chelsea) - Volunteer delivered & Community Services Supporting quality of life and independence, which will include Information & advice, Travel, escorting, shopping support, Small DIY projects, health promotion and intergenerational events. Lot 2B: 2B - Community Centres/Hubs (Westminster) - North & South Centre Hub based activities including Physical exercise, knowledge, and skills-based activities, Social connection. Lot 2C: 2C - Community Centres/Hubs (RBo Kensington & Chelsea) - Culturally Responsive Hub Hub based activities and support for people with complex needs. Lot 2D: 2D - Community Centres/Hubs (RBo Kensington & Chelsea) - North & South Hub Hub based activities including Physical exercise, knowledge and skills-based activities, Social connection.
