Shropshire Towns and Rural Housing Ltd manages and maintains approximately 4 000 tenanted domestic Council properties located over a large geographical area in the North West and South East of Shropshire. This contract will make provision for a single Contractor to service, maintain, repair and install central heating systems within tenanted and void properties. The proposed contract duration will be for an initial 1 year, with an option to extend on an annual basis up to a maximum of 5 years. Annual contract extension will be dependent on Contractors performance and the clients future requirements. The maximum end date for the contract will 31.3.2024. Shropshire Towns and Rural Housing manage and maintain approximately 4 000 occupied Council Homes. This contract makes provision for a single service provider to carry out the following works/services. 1) Annual heating service and safety check. The service provider is to carry out service, inspection and safety checks of Gas (NG and LPG), oil, solid fuel and electric heating systems together with listed ancillary equipment and other miscellaneous oil and gas fired equipment installed on Shropshire Towns and Rural Housing controlled premises, to ensure that they are maintained in a safe condition so as to prevent risk of injury to any person or damage to any property. Inspection and service cycle is to be every 10 months and will include the completion and issue of a Landlords safety record (LGSR, CD11, HETAS commissioning certification, NICEIC commissioning certificate) 2) Fully comprehensive repair, maintenance and reactive boiler installation. The service provider shall provide a 24 hour 7 days a week year round fully comprehensive repair and maintenance operation for all heating types. The contractor will be paid a fixed priced annual maintenance fee for this service and will be expected to attend and repair heating type within prescribed timescales. 3) Reactive boiler replacement. Where a boiler is found to be beyond economical repair, wither at service or breakdown, the service provider shall have capacity to replace a primary heating component of any fuel type, within 5 days. 4) Planned central heating replacement. During the contract period the service provider will maintain a planned maintenance programme where up to 150 central heating system will be replaced on a planned basis. The volume of this work is not guaranteed and is subject to clients budget and work requirements. Considerations before tendering: Any potential tendered should note the following before deciding to tender. Mandatory requirements. — tenderers must have sufficient financial resource to carry out all operations described. The service provider will be required to certify that their annual company turnover exceeds 4 000 000 GBP for the type of work specified within the tender documents, — tenderers will directly employ engineers who hold the following qualifications (or EU equivalent): —— Gas (Gas Safe), —— Oil (OFTEC), —— Solid Fuel (HETAS), —— Electrical (NICEIC) sub-contracted engineers are not permitted. — tenderers must hold accreditations: (Gas Safe, OFTEC, HETAS, NICEIC) or EU equivalent. General requirements: — the housing to be maintained stock covers a large geographical spread and is split between North East and South West Shropshire. There are no properties between these two areas. Tenderers will be expected to demonstrate that they can successfully resource and manage this type of contract. — tenderers must demonstrate that they are capable of managing electronic data flow. They must already have a robust computerised data management system which allows client access. The computerised data management system must allow clients staff to access real time breakdown, service and installation progress, and will allow the client to download all service, maintenance and installation records. Within 6 months of the contract the service provider will be required to fully integrate their I.T. systems with the client I.T. systems. The proposed contract will be for an initial one year commencing 1.4.2019 with an option to annual extend the contract for a further year subject to performance and clients requirements. The maximum end date for the contract will 31.3.2024.
