Description
Transport for Greater Manchester (TfGM) are looking to establish a framework of suitably qualified and experienced consultants for the supply of transport professional services over a 4-year term. This framework is split into Lots (1 - 16). The Transport Professional Services (2025) Framework covers a wide range of services, and is intended to provide an efficient, expeditious and commercially assessed, compliant procurement route to help meet our and named users upcoming consultancy and advisory support needs. The framework is intended for use by TfGM and external organisations who have been identified within Annex H of the tender pack. The estimated total value is not guaranteed spend. Lot 1: Transport Policy, Strategy, Planning and Business Cases Professional advice and services to develop transport policies, strategies and business cases. Lot 2: Transport Analysis, Strategic Modelling and Economics Professional advice and services are required to undertake both strategic and tactical modelling, forecasting and economic appraisal tasks. Lot 3: Commercial and Financial Advice Strategic consultancy services with capabilities in commercial and technical financial advice including tax. Lot 4: Quantitative & Qualitative Research Activity Consultancy services with capabilities in qualitative research and quantitative research, including but not limited to professional advice, management, provision and analysis of quantitative and qualitative research services. Lot 5: Face-to-Face Fieldwork (fieldwork & tabulation) Consultancy services with capabilities in Face-to-Face Fieldwork, including but not limited to provision of MRS/IQCS trained staff to plan, sample, supervise and undertake fieldwork interviews on street, in home, on vehicle; and quality checking, provision of clean data. Lot 6: Consultation and Engagement Activity Consultancy services for consultation and engagement activity including but not limited to professional advice, management and provision and analysis of all elements of consultation and engagement services to support public engagement and both statutory and informal consultations. Lot 7: Manual Transport Data Collection Consultancy services for manual transport surveys and data collection including but not limited to provision of staff to undertake manual transport data collection and audit surveys, collect, interpret and analyse data in relation to all transport modes and transport infrastructure. Lot 8: Electronic Transport Data Collection Consultancy services for electronic transport data collection, including but not limited to provision of technology and staff to undertake electronic transport data collection, collect, interpret and analyse. Lot 9: Design & Engineering Services - Fixed Track Consultancy services related to fixed track systems (rail and/or guide-way based) including but not limited to investigation, planning, design, operations, compliance, integration and maintenance activities. Lot 10: Design & Engineering Services - Streets for All Consultancy services related to highways, traffic, streets and urban design including but not limited to investigation, planning, design, operations, compliance, integration and maintenance activities. Lot 11: Design & Engineering Services – Buildings Consultancy services related to buildings including but not limited to investigation, planning, design, operations, compliance, integration and maintenance activities. Lot 12: Programme and Project Management Consultancy services with capabilities in programme and project management through all stages of the project lifecycle, including but not limited to governance and approvals, business plan development and project controls and scheduling Lot 13: Project Cost and Commercial Management Consultancy services with capabilities in project cost and commercial management including but not limited to cost planning management of live projects, appraisal work and whole life cost considerations. Lot 14: Legal Services Strategic consultancy services with legal capabilities including but not limited to infrastructure and regeneration projects, major transport service projects related to all forms of transport, environmental projects and innovation projects to advance wider connectivity and accessibility. Lot 15: Estates Advisory Services Total estate management services and strategic property consultancy. Lot 16: Multi-Disciplinary Services Strategic consultancy services with demonstrable capabilities in lots 9,10,11,12 and 13.
