The Commission for Countering Extremism (CCE) undertakes a number of research projects and products to provide timely, robust, and innovative data, information and recommendations to policy makers and practitioners across Government, the Prevent system and academia. we would employ eight academics and/or experts with subject matter knowledge to each produce an opinion-editorial ('op-ed') piece discussing the balance between protecting civil liberties and effectively combating extremist ideologies, which the Commission will publish as a compendium of essays. Broad themes will be agreed between the CCE, the supplier and the contributors - on the topic of freedom of speech balanced with countering extremism, will be provided upon contract award. A compendium of eight opinion editorials - whereby broad themes will be agreed between the CCE, the supplier and the contributors - on the topic of freedom of speech balanced with countering extremism, will be provided upon contract award. 1.1 Each opinion piece must be no shorter than 2500 words and no longer than 6000 words (not including references). Graphs, images, and charts are not required in the essays. 1.2 These should not be academic papers; op-eds are not expected to include any social research methods or the conduct of any new research. Contributors may choose to refer to existing research to support their perspectives or refer to case studies if necessary. 1.3 There is no training or skills transfer requirements to be delivered by the Supplier. 1.4 The contributors must be familiar with the field of counter-extremism, radicalisation and/or counter terrorism have previously produced written pieces of work within this landscape. 1.5 The op-eds are the views of the author and not the government, Home Office or the CCE. Each piece should preface this in the document. 1.6 Each op-ed will be published with the author's name. Where authors may want to be anonymised, they can choose to do so and use the supplier's name as reference. Any essays produced for the purposes of this requirement cannot be published or distributed in another outlet and/or platform without the prior consent of the CCE. Additional information: This award is for UK based organisations registered with Companies House. Academia may bid but they must be UK based institution. This is an online competition managed via the Home Office eSourcing Portal, Jaggaer. If you are interested in finding out more about this opportunity below is a guide on how to register, if you are not already a Home Office Jaggaer account holder, as you must be registered to gain access to the competition and its documentation on the Jaggaer. We will not be sending any offline material pertaining to this competition. 1. Interested organisations must first be registered as a 'Supplier' on the Home Office e-Sourcing portal ttps://homeoffice.app.jaggaer.com/web/login.html 2. To register bidders must have a valid DUNS number (as provided by Dun and Bradstreet [D&B]) for the organisation which they are registering on behalf of. 3. If you do not have a DUNS number, please contact D&B UK directly on 0870 243 2344 (option 3), or online at http://www.dnb.co.uk/duns-form.asp. 4. Once registered on the portal, please email Malcolm Allan (malcolm.allan@homeopffice.gov.uk) and ask to be added to the event stating, "Project 18359 CCE Freedom of Speech - Portal Access" in the subject title. 5. Please note the email address and the Suppliers full name used in the registration process for the portal must be the same one used to advise Malcolm Allan as it is these details that will be provided to provide access to the event. 6. The Home Office eSourcing portal will send you a notification when you are linked and Bidders must then accept this invitation to view the competition suite of documents. From this point all further communications including the submission of your online bid will be managed via the portal. 7. If you have any IT technical difficulties concerning the Home Office eSourcing portal please contact the Supplier e-Sourcing Helpdesk (via the link in point 1). 8. It is imperative you test your portal connection and become familiar with how to submit your bid in advance of the deadline date. It is conceivable that because the portal operates on the web, internet traffic may affect performance of the portal and this cannot be cited as reason to seek an extension to the submission deadline date. The HO Jaggaer e-Sourcing portal is independent of other e-Sourcing portals. Therefore, if you have registered on the Crown Commercial Service Jaggaer e-Sourcing portal for example, you will also need to register on the HO Jaggaer eSourcing portal. Please note that bids will only be accepted via the HO Jaggaer e-Sourcing portal. Bids will not be considered if sent outside of this system.
