Description
Haugesund Municipality would like to enter into a framework agreement for white goods, brown goods, and small electrical goods for residences. The contract will mainly be used by the Refugee Services when housing refugees. The contract can also be used by the entire organisation. Lot 1: Haugesund Municipality shall, according to the contract with IMDi (Directorate of Integration and Diversity), house 360 refugees in 2023. The request is based on arrivals of refugees in Norway. The housing number will vary, and there will be a need for annual adjustments. In a normal year 40-50 refugees are expected to be housed. In 2022, 295 refugees were housed in 149 residences. The expectation in 2023 is to house 360 refugees in approx. 170 residential units. The value of the contract can vary greatly from year to year, as this will depend on the number and composition of the refugee group. It is the municipality's duty to prepare flats when housing refugees. Preparation here menas; furnish flats according to a given standard. The contracting authority has invited 3 tenderers to participate in this contest. The procurement will be held in accordance with the Public Procurement Act dated 17 June 2016 (PPA) and the Public Procurement Regulations (PPR) FOR 2016-08-12-974. part I and part III. The contracting authority plans to award a contract without having a dialogue with the tenderers beyond small clarifications/corrections. However, a dialogue through negotiations can be held after the tenders have been received, if the contracting authority deems it to be expedient. The selection will be undertaken after an evaluation of the compliance with the award criteria. Emphasis is put on the fact that no tenderers can expect a dialogue on their tender and must, therefore, submit their best tender. Tenderers are therefore strongly encouraged to follow the instructions given in the tender documentation and annexes and to ask questions via an email to the contact person through the tender management tool light if they are uncertain. The contest is being held with the intention of entering into a contract for procurements. The contest is subject to being rejected if the offered solutions exceed the agreed budget limits.
