Pre-Market Engagement - Arts Consultant for Windrush Memorial

A permanent, fitting, physical tribute to the Windrush generation is to be erected at London Waterloo Station in London. The Ministry of Housing, Communities and Local Government (MHCLG) is completing this work in collaboration with the Windrush Commemoration Committee, chaired by Dame Floella Benjamin. MHCLG is looking for specific arts consultancy support and expertise to oversee the design and creation of the monument. The arts consultant will be responsible for: • Drafting an artist's brief, aligned with the preferences of the Windrush Commemoration Committee and the wider British Caribbean community • Working with the Windrush Commemoration Committee and art galleries to draft a long list of potential designers/artists with culturally relevant experience • Running a competition for artist's proposals • Supporting MHCLG to design and deliver a public engagement exercise to hear feedback from British Caribbean communities around the country on the shortlisted designs • Developing the design contract between the successful artist and MHCLG Full details can be found in the attached draft specification. A pre-market engagement phone call will take place on 11 August 2020 to gain industry feedback on these requirements prior to the release of the tender. Please see the agenda for further information. The objective of this pre-market engagement call is to: • Maximise the opportunity for a good competition from suppliers • Flag any concerns and risks at an early stage • Generate awareness of the brief amongst possible partners.
