Description

As part of COPFS’ Net Zero strategy, Morgan Sindall Construction & Infrastructure Ltd will provide a holistic low carbon refit of the Edinburgh Crown Office (ECRO) at 25 Chamber Street. The cost of the service for COPFS (only) is estimated at GBP 11,180,000 (including VAT) and will be delivered between 2023-2026 through a combination of COPFS capital budgets and Scottish Government Grant Funding. This procurement process was performed in collaboration with SCTS who are hoping to award their modernisation works alongside COPFS, once budget is confirmed by Scottish Ministers. Should the scope of work drastically change, it is within SCTS’ rights to re-tender their portion of the scope. Lot 1: COPFS ECRO Decarbonisation Works (Phases 1 and 2) Phase 1 of the programme will consist of refurbishing the windows and installing secondary glazing. In conjunction, the Contractor will also perform Fabric Insulation improvements. Installation of the measures listed above will reduce the heat-loss from the building by approximately 67%. Once all glazing and insulation measures have been completed this would allow the current natural gas fuelled heating system to be replaced with an electrical VRF heating system, which will form Phase 2 of the programme. The compatibility of a VRF system will be investigated in further detail via feasibility study with the appointed SCAPE Contractor, Morgan Sindall. PV Panels will also be considered in the final scope of work against the NEC4 contract, dependant on budget availability and space on the ECRO roof. Lot 2: TBC - SCTS EJC Modernisation Works (Phase 2) The overall EJC programme incorporates the historic Parliament House, Edinburgh High Court, and Edinburgh Sheriff Court. Phase 2 focuses on improving the quality of frontline service delivery, over four (4) financial years. It will focus on floors 2, 6, 7 and 8 of Edinburgh Sheriff Court. The scheme will include significant reconfiguration and the creation of additional capacity within Edinburgh Sheriff Court. Lot 3: TBC - SCTS EJC Decarbonisation Works SCTS is pending confirmation on Scottish Government funding for zero-carbon works which may be brought forward on short notice as part of ECJ Phase 2 if successful (to provide operational efficiency).
