Prior Information Notice - Xlinks Morocco-UK Power Project: Project Management Contract

THIS NOTICE IS A CALL FOR COMPETITION The Xlinks UK-Morocco Power Project (the Project) is a multi-technology renewable energy project of approximately 11GW of Moroccan generation facilities connected exclusively to the UK through an HVDC system, including approximately 4000km of onshore and offshore HVDC cables. To support the development of the Project through to the final investment decision and then onwards into the construction and operations phases, Xlinks First Limited (Xlinks) is seeking the support of a Client- side Project Management Contractor (PMC). The PMC will work in conjunction with Xlinks and Xlinks’ client team, including the Owner’s Engineer. The PMC’s primary role will be project and commercial management of the Engineering, Procurement and Construction (EPC) and other contracts that Xlinks is currently procuring for the construction phase of the Project. The Owner’s Engineer’s prime role will be technical and quality assurance of the works under the EPC contracts. Xlinks is seeking organisations focused on solving complex engineering and construction delivery challenges to ensure the successful achievement of financial close and delivery of the Project through construction into operations. To commence the procurement process, Xlinks will be hosting an online webinar to describe the process in further detail. Access to the Pre-Qualification Questionnaire (PQQ) and an invitation to the webinar will be provided once the appropriate Non-Disclosure Agreement (NDA) has been signed and returned. Lot 1: The Xlinks UK-Morocco Power Project (the Project) is being developed by Xlinks First as the principal developer. The Project will be owned by project companies incorporated in relevant jurisdictions, including Morocco and the UK, that will enter into the various project agreements including the PMC contract. The final contracting structure will be shared with participants in the procurement process at a later date. The Project is a multi-technology renewable energy project of circa 11 GW generated in the Guelmim Oued-Noun region of Morocco with a combination of solar, wind and in-land power transmission, coupled with energy storage. The electricity produced by the Moroccan generation facilities will be transported exclusively to Great Britain through dedicated 4,000 km HVDC onshore and offshore cables delivering 3.6GW, which will serve up to 8% of Great Britain’s electricity needs. To support the development of the Project through to the final investment decision and then onwards into the construction and operations phases, Xlinks is seeking the support of a Client- side Project Management Contractor (PMC). The PMC will work in conjunction with Xlinks and Xlinks’ client team, including the Owner’s Engineer. A copy of the form of NDA will be provided to organisations registering their interest in this procurement. The procurement process will be conducted using the Delta eSourcing portal, or an alternative platform nominated by Xlinks. Organisations interested in this procurement should contact Xlinks through the Contact provided above by 17th November 2023 . Xlinks reserves the right to reject applications received after this date. It is anticipated that the Pre-Qualification Questionnaire will be issued to registered participants on 6th November 2023 and the webinar will be held on 7th November 2023. Xlinks reserves the right to amend this timetable in which case organisations that have registered their interest will be informed. Additional information: The PQQ will be scored and applicants will be ranked. At least the top 5 scoring Candidates who successfully pass the PQQ will be taken forward to the ITT stage. Xlinks reserves the right to amend the number of suitably qualified Candidates that will be taken forward to the ITT stage.
