Audit of water usage, waste water and property drainage (Surface Water)

The council are considering undertaking a full audit of water usage, waste water and property drainage (Surface Water) for council assets. The overall objection is to secure cost reduction and recovery of water charges by challenging the Water Retailer and Wholesaler Scottish Water. The council are seeking to use this notice to request information and as a means of engaging with the market in order to: - Ascertain who can provide these services to the council - Refine our requirements and ensure we are maximising the opportunities for innovation - Gather feedback from suppliers on high level solution overviews Lot 1: Glasgow City Council has over 550 assets which includes schools, offices, recycling centres, residential homes, day care centres, parks and depots all of which are supplied with water. Collectively these locations consume approximately 637,000 m3 of water each year and, in addition to supply costs, are subject to drainage charges. Cumulatively, these result in water charges in excess of 4m GBP annually. To reduce this ongoing financial burden, the council is seeking to identify areas where supply arrangements and drainage costs may benefit from a forensic analysis to identify where the existing pricing structure is not representative of the actual situation on the ground. Additionally, the council is keen to have areas where changes to the current supply or drainage arrangements would result in cost savings. Overall, it is anticipated that this action would result in significant revenue recovery and identification of possible invest to save projects which would generate savings after implementation. The council will require an experienced supplier to carry out a full Audit of water usage, waste water and property drainage (Surface Water) for council assets. Suppliers will need to present competency of the following skillsets: - Experience working with the water industry in Scotland, with understanding of charging schemes, industry processes, CMA market industry data, for Scottish Water and licensed water suppliers. - Experience with other industry stakeholders including SEPA and WICS (The Water Industry Commissioner for Scotland), - Understanding of statutory instruments and legislation governing the Water Industry in Scotland such as the (Water Industry (Scotland) Act 2002). - Being able to construct legal arguments to support the council in resolving erroneous charging and disputes. - Understanding of the adoption processes of sewers in Scotland with expertise to establish ownership of sewers and drainage assets. “Sewers for Scotland - A technical specification - for the design and construction of sewerage infrastructure” Produced by Scottish Water and WRc plc. - Understanding of historic and modern drainage infrastructure and SUD’s design. - A background with competency in infrastructure design such as Civil and Structural Engineering. - On site surveying capabilities, with OS or GIS remote mapping solutions being able to identify, trace and plot drainage infrastructures including rainwater pipes, gullies, ACO Channels, catch pits, inspection chambers, fuel interceptors, pumping stations, attenuation chambers with hydra-brake releases, soakaway systems, balancing ponds and outfalls to watercourses. This would include the abilities to track infrastructure over long distances including; dye testing, sound testing, and CCTV. - Mapping services – recreate site services drawings such as a detailed and accurate record of external underground infrastructures such as a “site drainage layout” showing site services such as: water supply network, wastewater network and surface water drainage network. - Contractors will be required to collect evidence files recording factual information regarding water and drainage arrangements, including obtaining public sewer records, as built construction drawings, and evidence of asset ownership or asset transfer. - Contractors would need to provide legal standard administrative levels of competency and experience to submit and process claims to licensed Retailers and Scottish Water with the objective to negotiate to settlement, and to secure cost reduction and recovery for the council. - Contractors would be required to notify the council of infrastructure in need of maintenance and repair and notify the council of any environmental breach and outline remedies. The overall objective of these services is to secure cost reduction and recovery of water charges by challenging the Water Retailer and Wholesaler Scottish Water.. Interested suppliers are to complete and return a request for information (RFI) questionnaire, containing details of how they think they can meet the councils requirements. The RFI questionnaire can be found in the attachments area of this notice, completed responses are to be emailed to linda.o’dell@glasgow.gov.uk no later than 5pm on Friday 20th December 2024.
