This Monthly review will inform and refine priorities for upcoming periods to refine PSS demands and outputs including FTE and consumption rates. - The contractor will provide a nominated manager as the lead point of contact for resource management. The nominated manager will attend the monthly resource review, providing trends, analysis and recommendations to LE TacCIS Programme to inform forecasting agreements. - PSS would work primarily in LE TacCIS based in AHQ, Andover. Hybrid working is available with a minimium of 2 days required in office per week (minimum). - The contractor will cover costs for PSS T&S accessing the key Defence Sites listed below. PSS will be expected to be in office (working face to face) a minimum of 2 days a week in AHQ. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work The LE TacCIS Programme is tasked with enhancing the Land Domain’s digital backbone, from deployable headquarters to dismounted soldiers, through the sustainment, replacement, and evolution of communications and information systems and associated software applications LE TacCIS is a GMPP Programme, incorporating eight Cat A projects and twelve Category B to D projects. The Programme’s inter-dependent projects aim to deliver the next generation of military TacCIS and is accountable for providing systems to littoral, Land and Air-Land operations in the Land Domain enabling commanders to make informed and timely decisions. The projects provide the means to make informed and timely decisions enabled by agile TacCIS. As the Lead User on behalf of Defence, the Army led LE TacCIS Programme must deliver the broadest possible interoperability with key allies, partners, and other government departments. With a £6Bn ten-year budget, the Programme is accountable to the Second Permanent Secretary through the Defence Major Projects Portfolios. The programme works daily to the Army Deputy Chief of the General Staff, but also must align with Dept Defence Digital Strategy led by the CIO. Ongoing conceptual studies will significantly review and challenge the requirements of TacCIS capabilities in 21st Century Warfighting and change the boundaries of the programme. It is anticipated that the Programme Mandate and scope will be re-written in FY24-25 to reflect the recommendations of these reviews. The PSS provided through this contract will need to be flexible to support the current and future programme designs. There is ever greater need to cohere and deliver C4I capabilities at a critical period for LE TacCIS notably with DSA, TRINITY, BCIP 5.7 and LDGv2 projects expected to reach IOC and MMR to FOC in the next 36 months. Where the supplied staff will work South East England Why the work is being done The LE TacCIS Technical Services contract provides essential specialist technical support to the Army HQ LE TacCIS Programme that cannot be resourced from within the Crown assets. MORPHEUS Reset and BCIP EXTENSION. Strategic Leadership Support. BCIP 5.7 is a LE TacCIS project is extending the OSD of the current in-service BCIP through a series of capability upgrades (sustainment) and enhancements. This project is addressing obsolescence measures required to maintain system operating and security risks, and essential upgrades to ensure the currency and relevance of BCIP for the duration of its anticipated extension in service. Specialist technical expertise is required to plan, cohere and manage the development and integration of these new BCIP 5.7 capabilities, and develop the technical roadmap to migrate them into the solution that will replace them. Conceptual Development. A number of capstone conceptual studies have been undertaken by AHQ, Fd Army, and internally within the LE TacCIS programme. These have exposed the need for significant revisions to the way the Army exercise C2 and achieve Information Manoeuvre, and the CIS capabilities through which they are enabled. This has generated a need to review the capabilities LE TacCIS will deliver and to better understand the environment these services will operate within. Specialist skills are required to conduct this analysis; specifically, to conduct a Threat Assessment, and LE TacCIS Scope and Gap Analysis against it. Security. Specialist support for the analysis of Defence mandated requirements to implement MSA and OSM procedures has been provisioned for LE TacCIS Programme level activity. This work is ongoing. As individual projects mature, they generate an increased requirement for OSM and MSA analysis and support. Approvals & Scrutiny. Analysis of technical and security considerations in system design and training needs for projects nearing major approvals milestones is required. The business problem you need to solve The LE TacCIS Programme is unable to provide the level of technical expertese required by using Crown Servant employees. The Programmes requires Public Sector Support to provide technical assistance, share the staff workload, conceptual thinking and problem solving of programme and Project delivery with their military counterparts. The Programme needs a team whose members are comfortably trusted to represent the programme when dealing with internal and external stakeholders. First user type: The Senior Leadership Team (SLT) require a sounding board that will act as a conscience and provide advice at the strategic level, inputting into conceptual thinking, planning and direction. First user type: The capability Managers and their teams require capability integration coherence and technical capability support.
