On 5 September 2023 a pay agreement was reached that resulted in a commitment to progress an independent review / research in relation to approaches to wage growth and pay and benefits for police officers in Scotland. The first element relates to wage growth including consideration of benefits and risks and possible mechanisms to ensure appropriate wage growth within policing going forward from 2025/26. Therefore to support budget considerations for 2025/26 there is a requirement to conclude this element by the Autumn 2024. Upon identification of potential wage growth mechanisms the research requires to consider the benefits and risks of each option. Submissions are welcome from organisations that feel they are only able to progress Stage one of the research. The second element relates to current pay and benefits and will fully consider the unique nature of the officer role in society with key stakeholders feeding in the key strategic principles to inform such a review/research as the relevant comparators/factors that should be taken into consideration. The intention is not to provide explicit recommendations but to provide a shared evidence base to support collaborative working and collective bargaining with regards to future pay negotiations. The output from this work will be required by October 2025. The intention is for SPA to support the research by providing as much factual information as possible to the selected organisation e.g. salary scales, terms and conditions information etc for variety of professions. This Request for Information (RFI) is being issued to gather information from the market place for potential procurement options related to the provision of Professional Services for an Independent Review of Pay and Benefits for Police Officers in Scotland. The intention of issuing this document is to facilitate constructive and meaningful dialogue which will be beneficial to all involved and enable the Police Negotiating Board for Scotland) to get a better understanding of the capabilities of the market place relating to the subject area prior to any potential procurement exercise. Completed RFIs should be returned to Police Scotland (hannah.dobby2@scotland.police.uk) 29 January 2024 . Suppliers should complete the questionnaire and contact information at paragraph seven and eight. For the avoidance of doubt participating Suppliers are advised that responding to this RFI does not ensure their inclusion in any future tendering process nor does it place any supplier in an advantageous position with regard to any future procurement. Conducting this exercise SPA reserves the right not to undertake any form of competition for some or all of the goods and associated services outlined within.
