Summary of the work An opportunity for an experienced Business Analyst/(Technical Architect) with specialist knowledge of construction engineering/procurement processes, formulate digital outcomes/specifications which align with strategy, capture technical/business requirements, are fit for the assurance of procurement of digital outcomes, including procurement route, to put in place contracts that meet future data asset management needs. Specialist role Business analyst Expected Contract Length Initially 9 months, further period of 12 months depending on needs & performance. Latest start date Monday 4 May 2020 Who Speclialist Work With You will work with lead representatives of the following stakeholders: Engineering, IT and procurement teams consisting of staff within the following areas: Programme Team, Security, Fire, Communications, Facilities, logistics, Digital and Procurement. Third party suppliers; especially utilities. Potential future suppliers. What Specialists Work On An opportunity for an experienced Business Analyst or Technical Architect with specialist knowledge of construction engineering and procurement processes, to formulate digital outcomes and specifications which align with strategy, capture technical and business requirements, are fit for the assurance of procurement of digital outcomes, including procurement route, to put in place contracts that meet future data asset management needs. Skills & Experience • Stakeholder needs and modelling requirements using comprehensive analytical tools and techniques; including normative analysis • Energy analytical and modelling experience; existing .v. forecast under defined changes, technologies, smart grid and operating models; also including dynamic measurement and condition-sensing of poor energy performance • Evidence of business process modelling, analysis and re-design skills and experience of applying asset management to optimise whole-life costs of managing a major asset or portfolio • Evidence of ecosystem taxonomy, design and interface issue resolution, including technical, contractual and accessing and management of large data asset content; particularly information management processes to support building information modelling • Process re-design, optimisation and mapping of future operating states. Producing As-Is and To-Be operational models; particularly in the context of UK Government construction strategy • Stakeholder management skills, and the ability to communicate and build relationships effectively with a broad range of people, both verbally and in writing • Experience of acting as conduit between development team and stakeholders in translating requirements into both technical and non-technical speak/language to facilitate communications and engagement • Demonstrable experience in writing criteria, specifications and requirements, technical designs validation and transfer of accurate, complete and unambiguous information at asset transfer • Evidence of translating complex technical requirements into procurement documents Experience of engaging with suppliers and stakeholders to agree process designs • Experience of risk identification, quantification and the choice and implementation of management mitigation techniques and processes Nice to Haves • Experience in developing digital outputs consistent with major strategies. In this case, the Government's Industrial Strategy for Construction 2025 and the Government Construction Strategy: 2016-2020 • Working knowledge of the standard government 5-case business case model • Previous experience working with Public Sector clients • Knowledge and understanding of contract law Work Location It is anticipated that the successful supplier will be able to work remotely but some meetings will need to take place face to face. Address: 7 Millbank, London. Working Arrangments The individual will report to the Engineering Lead and Design Manager and be expected to attend any virtual or face-to-face meetings as required, notwithstanding the current climate and government guidelines. Security Clearance The specialist will have to undergo BPSS and Parliamentary security clearance; other clearances do not expedite this. The only exception is if the specialist already has a Parliamentary pass. There is a team covering the role currently, however, the expectation is that the successful specialist would pick up from that team once onboarded. 2. Please confirm rate/maximum budget. The maximum rate is £1,000/day. I'll reiterate, this is a maximum; you'll also note the weighting applied to the commercial element for this requirement. 3. What is the IR35 status for this requirement? As a DOS4 supplier, you have already stated that you work outside of IR35 under this framework agreement.It is our view that this requirement is outside IR35 and we will not be performing an ESI assessment. 4. A Business Analyst and a Technical Architect are very different things. This role seems to ask for both. Would a BA only or a Technical Architect Only not be considered? Do they need to have both skillsets?If not which is more important? In accordance with the guidance in the government publications (refer to the links below), we are looking for companies or individuals who are able to provide both skillsets, i.e. Both Business Analyst and Technical Architect. What is the overall framework being used at the moment? The Restoration and Renewal programme uses a number of different framework agreements, would you please clarify which “overall framework” you refer to? 6. Are you looking for one role or two here?
