The Authority seeks to establish a Dynamic Purchasing System (DPS) for construction and development works for use by its members and other public sector contracting bodies within the UK. The DPS comprises the following categories (lots): Lot 1: Demolition and Dismantling Services; Lot 2: Land Remediation; Lot 3: Full Groundworks Services; Lot 4: Construction Services (up to 1 000 000 GBP); Lot 5: Construction Services (Over 1 000 000 GBP); Lot 6: Modern methods of Construction; Lot 7: Principal Contractor (Full Management Service). The DPS is intended to cover all construction and development work including but not limited to new build, demolition, renovation and refurbishment, extensions, conversions, repair and maintenance. Whilst it is anticipated that Housing will be a key requirement, the DPS may be utilised for all types of construction including but not limited to: — health, — education, — libraries, — civic and community buildings, commercial premises. This category is to cover the provision of comprehensive demolition and dismantling services, including earthworks. This category is to cover the provision of land remediation and decontamination services including but not limited to: — bioremediation, — chemical treatments, — physical treatments, — jet grouting, — remediation feasibility testing. All land remediation activities must be in compliance with environment agency standards and regulations and any other relevant regulation or legislation effective during the lifetime of the DPS. This category is to cover the provision of comprehensive Groundworks services. Incorporating all elements covered by Lot 1 and Lot 2 this category also includes but not limited to all sub-structure and ground stabilisation works, services including drainage, utilities, roads and sewers, landscaping services. This category is for all types of building and construction works with a total contract value up to 1 000 000 GBP. This category is for all types of building and construction works with a total contract value over 1 000 000 GBP. This category is intended to provide the opportunity to utilise a range of Modern Methods of Construction (MMC) to build a range of residential, commercial and industrial properties including but not limited to: — volumetric construction, — pods, — panelised systems, — hybrid construction, — sub-assemblies and components, — site-based MMC. The category is open to manufacturers and/or Contractors with distribution/use agreements in place with manufacturers. The scope of this lot is deemed to include all current and any emerging or new innovations in methods of construction that may emerge during the term of the DPS. This category covers the requirement of a contracting body to appoint a principal Contractor to control and manage an entire project and includes the scope of activities of all categories. Principal Contractors must comply with the duties and requirements of CDM 2015. Principal Contractors may need to work with a principal designer and/or accept novated designs. The scope of this lot also includes the provision of design services (principal designer) where a contracting body seeks to engage on a “Design and Build” basis.
