The Council seeks to appoint a Framework Delivery and Management Partner pursuant to the Concession Contracts Regulations 2016 (the "Concessionaire") for an initial period of 7 years with the option, exercisable at the discretion of the Council, to extend in increments of six (6) months, up to a maximum of twenty four (24) months to work in partnership with the Council (the "Contracting Authority") to design, procure, market and manage construction works and developer frameworks as defined by and compliant with the Procurement Act 2023. The Council estimates the total concession value over the entire term of the Concession Contract to range between £20 million - £25 million. Lot 1: The Council seeks to appoint a Framework Delivery and Management Partner pursuant to the Concession Contracts Regulations 2016 (the "Concessionaire") for an initial period of 7 years with the option, exercisable at the discretion of the Council, to extend in increments of six (6) months, up to a maximum of twenty four (24) months to work in partnership with the Council (the "Contracting Authority") to design, procure, market and manage construction works and developer frameworks as defined by and compliant with the Procurement Act 2023. The Council will permit the successful Concessionaire to make the Frameworks accessible to other definable recognisable classes of Contracting Authority which are eligible and grant a concession to the Concessionaire to market and manage the Frameworks in return for a concession fee (whether in the form of rebates or otherwise) to be established under this procurement process. The Concessionaire will be required to make all necessary commitments and investments, resources, financial or otherwise, to work in partnership with the Council to establish the Frameworks and will not receive any consideration or payment from the Council for the whole of the services to be delivered under the awarded Concession Contract. In consideration for the Council awarding a Concession Contract to the Concessionaire to let, market and manage the Frameworks, a concession fee will be payable by the Concessionaire to the Council. The concession fee is in return of the Concessionaire commercially managing and deriving a commercial income from the Frameworks.
