A Multi Provider Framework Agreement for the provision of Pensions Administration Software Primarily in Support of the Local Government Pension Scheme

Norfolk County Council, on its own behalf and on behalf of the Cheshire West and Chester Council (as Administering Authority for Cheshire Pension Fund), Kent County Council, Tameside Metropolitan Borough Council (as Administering Authority of the Greater Manchester Pension Fund), Essex County Council (As Administering Authority of the Essex Pension Fund), City of Bradford Metropolitan District Council (as Administering Authority of the West Yorkshire Pension Fund), Northern Ireland Local Government Officers' Superannuation Committee and City of Wolverhampton (as Administering Authority of the West Midlands Pension Fund) wish to let a multi provider, framework agreement for the provision of Pension Administration Software primarily in support of the Local Government Pension Scheme (LGPS). The Framework will be for a period of 4 years. However, it may be agreed that call offs may be for an extended period. Lot 1: In order to administer the Local Government Pension Scheme (LGPS) a number of funds require pension administration software to provide benefit entitlement calculations and payments in compliance with relevant LGPS Regulations. Optional additional requirements may include, payroll, provision of an online self service facility for pension scheme members (including current employees, members with deferred benefits and those already in receipt of pension benefits). The system may also be required to provide an on-line portal for use by the various employer organisations participating in the pension scheme. The Local Government Pension Scheme (LGPS) is one of the largest defined benefit (DB) schemes in the world. As at 31 March 2023 the total membership of the Scheme in England and Wales was 6.49 million, spread across around 13,802 employers, and the total funds held stood at around £354billion . In the Northern Ireland LGPS at 31 March 2023, scheme membership was 160,929, spread across over 169 employers, and total funds held stood at around £9.530 billion . In the Scottish LGPS at 31 March 2022m, scheme membership was 637,044 and total funds held stood at around £61bn. Additional information: This framework may also be used by: - any LGPS administering authorities as defined in the Local Government Pension Scheme Regulations 2013 (SI 2013/2356) (as amended) including the Firefighters' Pension Scheme and Police Pension Schemes and any of their participating employing authorities, or in relation to the LGPS in Scotland, any administering authority and any of their scheme employers as defined in the Local Government Pension Scheme (Scotland) Regulations 2018 (SSI 2018/141) (as amended), - NILGOSC in Northern Ireland and employing authorities as defined in the Local Government Pension Scheme Regulations (Northern Ireland) 2014 (SRNI 2014/188) (as amended), - the Board of the Pension Protection Fund http://www.pensionprotectionfund.org.uk), - any other administering authority or scheme manager of a public-sector pension scheme or any public-sector body that requires pensions related services, and - any LGPS Fund(s) or groups of funds, or any bodies, organisations or companies established by them for the purpose of operating on a collective basis.
