The purpose of this prior information notice (PIN) is to inform the market of Sunderland City Council's (‘the Council’) intention to establish an alternative strategic commissioning model for Place Services. Please see section 11.7 of this notice for further information. The range of Place Services to be considered as part of this market engagement exercise includes the following: — Street Cleaning; — Fixed Play Maintenance; — Winter Maintenance; — Arboriculture; — Parks & Grounds Maintenance; — Environmental Enforcement; — Building Cleaning (Civic and Schools); — Catering (Civic, Schools & Commercial); — Waste & Recycling Collections — Building Maintenance; — Fleet — Bereavement Services — Cemeteries and Crematorium; — Highway Asset Management & Maintenance — Infrastructure Engineering & Design; — Parking Services; — Network Management; — Security & Cash in Transit; — Architectural Design; — Energy Management; and — Pest Control The strategic commissioning of Place Services will enable: — Sustainable integrated services in terms of service quality and resilience — Maximising opportunities for market growth — the ability to expand the Place Services offer to other organisations — Flexibility — being able to mould services to meet local needs, and to adapt and change these services during the term of any contract. — Additional benefits related to economic growth, and social value The Council wishes to engage with the market to seek views on key aspects of the project in order to: — Gain an insight into potential opportunities; — Explore the range of commercial model options for external delivery; — Obtain feedback on the scope of services to be included in any potential commission; and — Understand where and how potential suppliers think they could play a role, and add value. This approach is intended to help influence the way in which services are commissioned going forward. The outcome of the market engagement will inform the best model for on-going service delivery, and the precise form, structure, scope and duration of the proposed procurement opportunity are still to be determined by the Council. It is intended that any Place Services contracting arrangements established by the Council could also be made available to other potential regional partners, such as schools, academies and other regional local authorities.
