For several years the Contracting Authority has carried out a training project in building and construction subjects where the learning arena is an actual construction site in Akershus. The target group for the project is youths in Akershus over 18 years who, for various reason, have dropped out of education. In order to carry out the project, the Contracting Authority needs a large cooperation company in the building and construction branch. In 2014 the Contracting Authority entered into a framework agreement with Veidekke Entreprenør AS for training in construction engineering in the 2nd year of the sixth form. Only VeiDekke submitted a tender in the competition. After a thorough survey in the market, it is apparent that Veidekke is the only supplier. The Contracting Authority therefore intends to enter into a new contract with Veidekke, which shall ensure continued delivery of practice-based training in construction engineering in the 2nd year of sixth form college, as described in the attached requirement specifications. The company shall, in cooperation with a sixth form college, both facilitate and carry out training in construction engineering in the 2nd year of the sixth form at a construction site. In 2014 the Contracting Authority entered into a framework agreement with Veidekke Entreprenør AS for the delivery of practice-based training in construction engineering in the 2nd year of the sixth form. Only Veidekke submitted a tender in the competition. After a thorough survey in the market, it is apparent that Veidekke is the only supplier. The Contracting Authority therefore intends to enter into a new contract with Veidekke, which shall ensure continued delivery of practice-based training in construction engineering in the 2nd year of sixth form college, as described in the attached requirement specifications. The services that are required for the delivery of practice-based training in construction engineering in the 2nd year of the sixth form require unique competence that only Veidekke has at its disposal. The Contracting Authority has therefore assessed that a competition is impossible to hold due to technical reasons. Specific 'know-how' is necessary, which only Veidekke has at its disposal. The Contracting Authority therefore intends to enter into a contract with Veidekke, pursuant to FOA §13-4 b 2. The estimated contract value is 2 300 000 NOK excluding VAT per annum. This intention notice will be available for 10 days. Any appeals to the intention must be received by Akershus County by 7.5.18. All communication on this intention notice shall go via the communication module in Mercell.
