Lancaster City Council is delivering a Climate and Nature Strategy for 2025-2030. This will build on the extensive work of the council in meeting the challenges of its climate and ecological emergency declarations. The council is completing work on a Local Area Energy Plan which sets out an evidence-based decarbonisation pathway for energy associated emissions in the district by 2040. To support the development of the Climate and Nature Strategy the council is commissioning a piece of work which provides the greenhouse gas emissions baseline for the district as a whole, sets out the consumption-based emissions for residents, the emissions profile for visitors, GHG footprint by sector, include UK local authority and regional GHG emissions statistics and sets out the decarbonisation pathway and scenario for the district across sectors for a target date of 2040. In relation to the emissions associated with visitors, the council is interested in understanding the increase in visitor emissions associated with Eden Morecambe. 3.3.3. The Climate and Nature Strategy covers the years 2025-2030 and will include the policy and priorities of the council as well as partners. The commission and pathways should reflect this as well as provide actions needed to be taken by partners over the next 5 years in order to reach the net zero 2040 target date. It may also set out potential policy development needed. A dashboard of the pathways should be included which can be updated annually to support the strategy's delivery and monitoring. The findings of the work will be compiled in a final report. This should include a discussion of the quantitative work done, the net zero 2040 pathway, and set out the wider context including the past and ongoing work of the council. The council is interested in understanding the wider environmental and societal impacts of climate action beyond only mitigation of GHG emissions. The report should include qualitative discussion on the wider polycrises around the climate and ecological emergencies.
