Rotherham Construction Partnership Minor Works Framework Market Engagement

The purpose of this consultation is to engage with local suppliers, SME's and wider construction builders and specialist trades to raise awareness of the upcoming opportunity to apply for a place on the Council's minor works framework - Rotherham Construction Partnership, 5th Iteration (RCP5). The framework is valued in excess of £100,000,000 and will be open for use to all other public sector bodies in Yorkshire and Humber and the North East of England. The framework will comprise of 12 lots as follows: - Flat Roofing - Pitched Roofing - Demolition - Building Works including refurbishment, extensions and new build (5 value range lots up to £4million) - Structural Repairs - Mechanical Installations and Repairs - Electrical Installation and Repairs - Housing Adaptations/Disabled Facilities Extensions The Council is looking to appoint up to 10 contractors to each lot. Through this consultation the Council will set out the expected procurement plan and supplier assessment requirements in order to explore interest in the replacement framework and determine what factors the Council need to consider for the re-procurement and what would remove any barriers for the supply market, or could be opportunities for the Council to consider. Questionnaires must be returned by 12 Noon on 9th August 2024. Lot 1: Flat Roofing These could include but are not restricted to: • Minor repairs to flat roofs, • Recovering flat roofs, • Replacement of rainwater goods. The Council are looking to appoint Contractors who will act as Principal Contractor. Works expected to be up to £350k per individual contract. Lot 2: Pitched Roofing These could include but are not restricted to: • Minor repairs to pitch roofs, • Recovering pitch roofs, • Replacement of rainwater goods The Council are looking to appoint Contractors who will act as Principal Contractor. Works expected to be up to £350K per individual contract. Lot 3: Demolition works These could include but are not restricted to: • Partial demolition, • Full demolition • Clearance of a site The Council are looking to appoint Contractors who will act as Principal Contractor. Works expected to be up to the value of £250 per individual contract. Lot 4: Building Works 1 These could include but are not restricted to: • Refurbishment works (which could include internal alterations to schools, ceiling replacement in classrooms, refurbishment of flats, alterations to office buildings), • Extensions (which could include extensions to foster homes, classroom extensions, public and private dwellings) • New build (which could include new classrooms and offices ) The Council are looking to appoint Contractors who will act as Principal Contractor who will in turn sub-contract out certain works packages to meet the overall defined scope. Works expected to be up to the value of £150K per individual contract. Lot 5: building Works 2 These could include but are not restricted to: • Refurbishment works (which could include internal alterations to schools, ceiling replacement in classrooms, refurbishment of flats, alterations to office buildings), • Extensions (which could include extensions to foster homes, classroom extensions, public and private dwellings) • New build (which could include new classrooms and offices ) The Council are looking to appoint Contractors who will act as Principal Contractor who will in turn sub-contract out certain works packages to meet the overall defined scope. Works expected to be in the region of £150 - £500K per individual contract. Lot 6: Building Works 3 These could include but are not restricted to: • Refurbishment works (which could include internal alterations to schools, ceiling replacement in classrooms, refurbishment of flats, alterations to office buildings), • Extensions (which could include extensions to foster homes, classroom extensions, public and private dwellings) • New build (which could include new classrooms and offices ) The Council are looking to appoint Contractors who will act as Principal Contractor who will in turn sub-contract out certain works packages to meet the overall defined scope. Works expected to be in the region of £500K to £1m per individual contract. Lot 7: Building Works 4 These could include but are not restricted to: • Refurbishment works (which could include internal alterations to schools, ceiling replacement in classrooms, refurbishment of flats, alterations to office buildings), • Extensions (which could include extensions to foster homes, classroom extensions, public and private dwellings) • New build (which could include new classrooms and offices ) The Council are looking to appoint Contractors who will act as Principal Contractor who will in turn sub-contract out certain works packages to meet the overall defined scope. Works expected to be in the region of £1m - £2m per individual contract Lot 8: Building Works 5 These could include but are not restricted to: • Refurbishment works (which could include internal alterations to schools, ceiling replacement in classrooms, refurbishment of flats, alterations to office buildings), • Extensions (which could include extensions to foster homes, classroom extensions, public and private dwellings) • New build (which could include new classrooms and offices ) The Council are looking to appoint Contractors who will act as Principal Contractor who will in turn sub-contract out certain works packages to meet the overall defined scope. Works expected to be in the region of £2m - £4m per individual contract, Lot 9: Structural Repairs These could include but are not restricted to: • Concrete repairs (which could include isolated repairs to houses and flats) • Strengthening works (which could include reinforcing retaining walls) The Council are looking to appoint Contractors who will act as Principal Contractor. Lot 10: Mechanical Installation and Repairs These could include but are not restricted to: • Boiler replacements • Heating and hot water pipework replacements • Major heating repairs • Installation of ventilation systems • Kitchen canopy ventilations • Air conditioning installations The Council are looking to appoint Contractors who will act as Principal Contractor. Lot 11: Electrical Installation and Repairs These could include but are not restricted to: • Rewires • New lighting schemes • Replacement lighting schemes • Fire Alarm Installation • Electrical fault diagnosis and repairs • Minor electrical repairs • Security systems (intruder, CCTV and access controls) The Council are looking to appoint Contractors who will act as Principal Contractor. Lot 12: Housing Adaptations/Disabled Facilities Extensions The works to be included within this lot falls within the legislation for delivering housing adaptations for disabled people, in accordance with Disabled Facilities Grant funding. The works could include extensions to existing structures, bathroom extensions and/or installation works and kitchen extensions. There may also be elements of design and project management. Projects called-off from this Lot will be for works in both Council owned tenanted properties, and privately owned properties. Therefore, it should be noted that for privately owned properties the £100k cap for works awarded via this Lot is inclusive of VAT. For Council owned properties the £100k cap will be exclusive of VAT. Successful bidders are to be aware that this lot is subject to a maximum affordability envelope of £30k per project in accordance with funding legislation . The 30k funding is inclusive of VAT for privately owned properties, and exclusive of VAT for Council owned properties . Any works packages which are identified to be above the funding threshold may be subject to client contribution and may not be awarded. The Council are looking to appoint Contractors who will act as Principal Contractor who will in turn sub-contract out certain works packages to meet the overall defined scope .
