Description
Eigersund Municipality is the project owner (hereafter called the contracting authority) for the New Swimming Pool Lagård project (hereafter called NLS) The procurement is intended to be an OPS contract where Eigersund Municipality announces a public contest for renting a swimming pool in Lagård. The call for tenders is implemented as a contest with negotiations, c.f. the Public Procurement Regulations. Lot 1: The procurement process will be carried out in the following steps: 1. Prequalification, including selection of 3-5 tenderers. 2. Tender offers from the selected tenderers and any negotiations. Interested tenderers are invited to submit a request for participation in the contest with negotiations for the procurement of NLS. Three to five of the tenderers that fulfil the qualification requirements will be invited to submit tenders. I.e., only an application for prequalification is to be prepared and submitted at this stage. Further information on the design, execution and deadlines is given in the tender documentation, part I. The invitation is a result of the municipal council decision made in Eigersund Municipality on 04.02.2020 in case 09/20: 1. The chief officer is to announce a public contest as soon as possible for renting a swimming pool in Lagård. The notice must include the following principal conditions: a. The Ministry of Cultural Affairs' descriptions for swimming pools must form the basis of the notice. b. The facilities must comply with the requirements for lottery resources, regional, and inter-municipal facilities. c. The municipality will provide a plot. d. The new swimming pool must have technical systems so that the beginner pool can function as a a hot water pool. e. The procurement must be arranged so that the municipality can hold the required swimming lessons in the new Lagård pool in the period that Husabøhallen (Egersund Hall) is being renovated. 2. It is a prerequisite that the procurement is financed within the limits set in the current finance plan. 3. The necessary renovation of Husabøhallen will be established as a preliminary project in 2022, with a political decision as to whether it is continued with a main project in 2023. NOK 2 million will be set aside as the cost limit in the investment budget for 2022 for a preliminary project in the next finance plan. This will be financed through the use of an investment fund. 4. Proposals for the rent contract will be forwarded in a separate case to the municipal council. The contract is split into a preliminary phase and a subsequent execution phase. The execution phase, which consists of a construction phase and then a subsequent operational phase, will be an option for the contracting authority. See the tender documentation.
