The UK Infrastructure Bank ('UKIB') is the new, UK government-owned policy bank, focused on increasing infrastructure investment across the United Kingdom. UKIB will partner with the private sector and local government to finance a green industrial revolution and drive growth across the country. UKIB seeks to establish a Dynamic Purchasing System ('DPS') for the provision of expert advice. Lot 1: The purpose of this Prior Information Notice is to alert potential suppliers to an opportunity in relation to the establishment of a DPS. The purpose of the DPS is to provide UKIB with access to expert advice on complex technical high value transactions. This expert advice may cover matters including, but not limited to, the investment into companies relating to green transport, critical minerals, clean energy and grid, water waste, carbon capture and storage, battery storage and gigafactories and digital infrastructure, amongst other sectors. The DPS will provide an efficient contracting route, through further competition, for the appointment of suitably qualified suppliers for Call-Off Contracts requiring expert advice under one or more of the following Service Categories: - Financial - Tax/Accounting - Market / Commercial Assessment - Valuation - Model Audit - Insurance - Environmental - Technical Sub-Categories, e.g. Energy, Transport, Waste, Carbon Capture Utilisation and Storage (CCUS), Mining, Storage, New Technology and Water). Suppliers will be appointed to one or more of the above Service Categories/Sub-Categories. A detailed definition of the services to be delivered within each DPS category will be provided in the procurement documents when published together with the relevant contract notice. The Technical Sub-Categories may be expanded upon during the DPS term to reflect emerging markets of interest to UKIB. Any new Sub-Categories added to the DPS will be brought to the attention of the market and to existing DPS Suppliers through a formal amendment/variation to the Contract Notice. All existing DPS Suppliers will be given the opportunity to apply to join any new Sub-Category. It is anticipated that the Contract Notice will be published in mid-January 2024, with initial applications to join the DPS to be submitted by mid-February 2024. Thereafter, the DPS will be open for new applications from its anticipated launch in mid-March 2024. The procurement process will be undertaken using the UKIB Atamis portal. Please note that this PIN is not intended to constitute a call for competition and no responses are required from interested suppliers at this time. The purpose of publishing this PIN is to bring this forthcoming opportunity to the attention of those who may be interested in applying for a place on the DPS, as and when the procurement process commences. The publication of this PIN does not bind UKIB to conducting any procurement process as described herein and therefore UKIB reserves the right to vary the structure of the process or to not proceed at all with such process, at its sole discretion.
