Summary of work The Renfrewshire Council is looking for a delivery partner to develop a new Renfrewshire.gov.uk based on Drupal CMS (version 10 or 11) using the LocalGov Drupal distribution as a starting point. It led to the design of a digital experience vision focused on enhancing the accessibility and usability of council resources online for local communities and employees (https://thethread.renfrewshire.gov.uk/who-we-are/digital-experience-programme/). We then led a Discovery phase to validate the challenges we identified in pre-discovery (https://thethread.renfrewshire.gov.uk/blog/2021/03/23/invitation-to-tender-discovery-phase/). We categorised them into four themes and recommended solutions. One of the solutions proposed was the development of a new Renfrewshire.gov.uk and Staff.renfrewshire.gov.uk using Drupal CMS (https://thethread.renfrewshire.gov.uk/blog/2022/07/21/digital-experience-programme-update-completion-of-discovery-and-next-steps/). In Alpha, the recommendations made in Discovery were tested. The focus was on testing the technical architecture, development processes, and object-oriented approach to ensure a coherent UX. Additionally, improvements in accessibility, security, performance, scalability, and sustainability were emphasised (https://thethread.renfrewshire.gov.uk/blog/2023/12/01/completion-of-the-alpha-phase-and-next-steps/). These phases helped us design a delivery roadmap that requires contracts for the following components: - Renfrewshire.gov.uk delivery phase - Staff.renfrewshire.gov.uk delivery phase - Hosting - Support and maintenance - Automated comms technology. This invitation to tender is specifically for the Renfrewshire.gov.uk delivery phase. The hosting, support, maintenance, and automated communications technology will be procured separately. The business problem In this delivery phase, we will focus on developing a new Renfrewshire.gov.uk. This website will be built on a robust technical architecture, utilising Drupal CMS (version 10 or 11, depending on when the development starts). The LocalGov Drupal distribution will serve as the foundation, customised to suit the specific object-oriented needs of Renfrewshire.gov.uk. It is essential that the development of Renfrewshire.gov.uk and its associated technical architecture aligns with our object-oriented model. This will foster a mindset centred around connected “objects” that make sense to users, rather than merely focusing on disconnected traditional page templates and CMS content types. It is essential that this architecture is designed to be highly scalable, capable of accommodating multiple websites in subsequent phases, including Staff.renfrewshire.gov.uk, while reusing the HTML pattern library. The new website must comply with our security requirements, GDPR and WCAG 2.2 AA. This delivery phase will be executed through the collaborative efforts of an internal team and a digital agency. The contract with the digital agency is anticipated to start in July 2024 for a duration of up to 18 months (expected 12 months). User type: Council Employee Definition: As a Council employee, I need to know where to go for information about my work, my role and the wider organisation, so that I can get what I need quickly and in a way that suits me. User type: A Customer Service Advisor Definition: As a Customer Service Advisor, I want to be able to find information about a specific council service quickly, so that I can help answer the query for the customer who has made contact. User type: Content Editor Definition: As a Content Editor, I need simple and intuitive tools, so that I can create and manage content that is easy to find and use. Any pre-market engagement done Not applicable. Work done so far A Pre-discovery, Discovery, and Alpha phases have been completed. To prepare for the Renfrewshire.gov.uk phase, the internal team is: - building a content model for Renfrewshire.gov.uk - prototyping objects from the content model like news, service, financial support, and guide - building a design system and HTML pattern library using Figma, Storybook, and Chromatic - reviewing existing content to prepare for migration - procuring a new automated communications platform. Address where the work will be done This work will take place remotely to avoid unnecessary CO2 emissions due to travels. Working arrangements The supplier will integrate with the Renfrewshire Council team, share knowledge and insight, work in an open and transparent way, and lead web development activities. For the successful completion of this phase, the supplier should provide expertise in the following areas: - High-Level System Management: overseeing CMS and hosting aspects including requirements, tool/module selection and implementation, testing standards, performance, and security. - Drupal Development: proficiency in full-stack Drupal development. - Front-End Development: pattern library creation and Drupal integration, expertise in front-end tooling, CSS, and WCAG 2.2 AA. - Integration - integrating data from third party systems like automated communications platform or waste routing system - Quality Assurance: expertise in ensuring detailed functional requirements and effective testing. The team will work remotely and communicate via Microsoft Teams. We use other collaboration tools like Smartsheet, Trello, Airtable, Figma / FigJam, Storybook, and Chromatic. All project ceremonies like stand-ups, sprint planning and show and tells will be held on Microsoft Teams.
