This is a contract award notice to communicate that NHS Mid and South Essex Integrated Care Board (MSE ICB) (herein will be referred to as "the Authority") has awarded this Mental Health Sanctuaries Service as a result of an Open procurement process. This notice is being published as the Authority has completed its internal governance process and obtained contract signatures with the successful organisation. The service will commence on the 1st October 2023 for a 3 year duration, plus the option to extend for a further 24 months. The block contract value is £1,258,384.00 Sterling per annum. The aggregate total value of the contract excluding the option to extend for a further 24 months is £3,775,15.00 Sterling. The aggregate total 5-year contract (which includes the option to extend for a further 24 months) as advertised in the Find a Tender Service notice is £6,291,920.00 Sterling. The ITT was live on the Attain Bravo/Jaggaer e-procurement portal free of charge, https://attain.bravosolution.co.uk/ under the opportunity titled: "itt_125 - Mental Health Sanctuaries for NHS Mid and South Essex ICB" with the submission deadline of 24th April 2023 at 17:30hrs. Tenders received after this period will not be considered. Lot 1: The NHS Long Term Plan is committed to improving the access to mental health services and the Mental Health Crisis Sanctuaries Services. The MSE Mental Health Crisis Sanctuaries are part of the ICS and Care Service and a component of the wider ICS Urgent and Emergency Care Mental Health Programme and will specifically need to evidence meeting 2 of the Crisis Concordat objectives namely Urgent and Emergency Care and Quality of Treatment and Care when in Crisis The crisis sanctuary aims to provide a non-clinical safe space to support people in crisis across the three geographical areas between 10am-1am 7 days a week where people can access a 1:1 support or outreach and to increase alternative forms of provision for those deemed in crisis providing a more suitable alternative to A&E for many people experiencing Mental Health crisis. Usually for people whose needs are escalating to a crisis point or who are experiencing a crisis but do not necessarily have medical needs that requires A&E admission. The Sanctuaries are required to have strong links with other community providers and other services both commissioned by the MSE ICS and Local Authorities and those provided independently. They will be required to form links with drug and alcohol services, learning disability services, housing providers and community-based resources, and to arrange and support onward referrals as required. The commissioners reserve the right to withdraw from the process at any time or to not tender the service or to tender on a different basis. In such circumstances, and in any event, the commissioners and / or their advisors shall not be liable for any costs or loss of expenses whatsoever incurred by any organisation, agent or subsidiary that may have contributed to any proposals submitted to this notice. In accordance with Regulations 56 to 58 of The Public Contracts Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020) and as set out in the qualification envelope which is available with the procurement documents.
