Procurement of independent chair / author for statutory domestic homicide review process. 1.1. Domestic Homicide Reviews (DHRs) are a statutory process established by the Home Office under section 9 of the Domestic Violence Crime and Victims Act 2004, which was implemented on 13th April 2011. 1.2. According to the statutory Home Office guidance (revised 2016) a suitably qualified and experienced individual must undertake the role of Independent Chair and Overview Report author. 1.3. In Sheffield the Community Safety Partnership is the Safer Sheffield Partnership (SSP) and this body has the responsibility for undertaking DHRs. The SSP has delegated the responsibility for coordination of DHRs to the Domestic Abuse Coordination Team (DACT) of Sheffield City Council. 1.4. This is a challenging role in a complex environment and the Chair / Author must have a strong commitment to improving practice across partner organisations. 1.5. The Chair / Author must also be committed to ensuring the voice and experience of the victim is central to the review. The award is approved , decision taken by the Officer with the delegated authority.
