Staffordshire Children & Young People's Flexible Framework Re-opening 2024

For the avoidance of doubt this is not a Call for Competition, this is to initiate a soft market testing process. Staffordshire County is seeking to engage Suppliers who deliver support to Children and Young People in their Education Settings and in their communities, throughout the eight districts of Staffordshire. The Council has recently procured a Staffordshire Children and Young People's Flexible Framework (ref IA3213) which includes three Lots; Lot 1. Targeted Intervention Programmes Lot 2. Skill Development Lot 3. Specialist Support The Framework provision will predominantly support Children and Young People who are unable to engage positively with education, either individually or in groups. However, some provision will be targeted to support the Education Settings, Parents/ Carers and Families in their support of Children and Young People. The Framework will host a range of quality assured Services which will be available for the Council to Call-off as and when required (there is no guarantee as to the business on offer). A high volume of the support required will be for Children and Young People who are known to their SEND & Inclusion Hubs. This support will be pre-determined by the Referrer/ Funder of the Service at the Call-off stage. The Framework term is 1 September 2024 to 31 August 2028. If there is insufficient capacity within the initial Framework Providers, the Council may reopen the Framework. After review of the initial Framework coverage the Council intends to re-open the Framework in late September/ early October 2024 to increase the capacity of the Framework. The whole Framework will be opened, the Council is particularly looking to increase capacity in South Staffordshire and East Staffordshire (specifically Uttoxeter) for all Lots, and in Lot 1 for Providers of Creative Therapies. Current Framework Providers do not need to re-apply to join the Framework at the re-opening. Providers who have previously been unsuccessful will be able to reapply along with new providers at the re-opening. A Market Engagement Event will be delivered via Microsoft Teams on Wednesday 18 September 2024, 09:30 - 11:30. By attending Suppliers will have the opportunity to be part of: a) Understanding the current position and Framework contracting mechanism within the Council's SEND & Inclusion Model and wider Council services. b) Understanding the procurement timeline and tender process (including 3rd Party Security Questionnaire). c) An opportunity to ask questions about any aspect of the process to ensure you have all available information to tender should your organisation wish to do so.
