Summary of the work IMaGE requires a client side team with technical, architectural, IT Service Management, and Scaled Agile Framework (SAFe) expertise to manage transition, obsolescence, business change, and service management within a complex IT environment ranging from OFFICIAL to TS STRAP domains. Expected Contract Length Contract length will be up to 2 years with optional extension of up to 6 months. Latest start date Tuesday 1 March 2022 Budget Range Up to £5.1M - £6.9M Why the Work is Being Done PICASSO is the programme that delivers and sustains Defence’s GEOINT, fundamental to enabling commanders and military forces to understand, plan, navigate and target. The PICASSO - Allied System for GEOINT (P-ASG) family of projects delivered a complex system of systems at ABOVE SECRET, SECRET and OFFICIAL-SENSITIVE that includes the National Centre for Geospatial Intelligence’s production capabilities for imagery intelligence, geospatial analysis, and the production and provisioning of maps, charts, and other foundation geographic information. With a high level of obsolescence and technical debt, work is required to deliver current interventions, and architect and prioritise new interventions, while concurrently architecting and delivering business change to move many ICT-enabled business functions and processes to lower security tiers. These changes will help enable the relocation of the Defence Geographic Centre from Feltham to Wyton. Problem to Be Solved 1 - A multi-disciplinary team to work alongside and integrated with a current Prime contractor to deliver SUBTILITAS Phase 2, a Win 10 refresh to ICT capabilities, fulfilling technical leadership, project management, product ownership, Software Asset Management and user engagement/business analysis functions. Current work will complete in Aug 22, with the team then moving to support delivery of the prioritised backlog. 2 - A full capability and architectural analysis of the current component-based obsolescence information across the estate, producing a prioritised backlog of candidate interventions for delivery by a new P-ITSM contractor. An opportunity to change the paradigm of "replace an obsolete server with a new one" to "how best to we meet this user need?" 3 - Business analysis for CIS at the appropriate classification to meet new needs; generating architecture outputs including business vision and strategy to underpin the ‘As Is’-‘To Be’ roadmap; target state architecture; capability models; system engineering; designs for implementation by the delivery team/CIS suppliers; establish P3M Governance. 4 - Provision of IT Service Management, SAFe Agile and P3M/Transition expertise to act in a "Critical Friend" capacity to MOD during the transition of Live Services from Raytheon to Leidos as prime contractor. Who Are the Users As a GEOINT analyst I need: -to use a fully supported capability with analyst applications at a number of classifications so that I can inform a wider Defence Intelligence community with GEOINT products at lower classifications. -increased access to GEOINT products through multinational capabilities at a lower classification, so that I can share GEOINT products for exploitation to a wider UK user community. -confidence that the ASG applications and CIS are fully supported, supportable through-life so that I can maintain provision of up-to-date GEOINT products to inform the wider intelligence community. As a MOD Service Manager I need: - Defined, mature, repeatable ITIL processes, aligned with SAFe Agile change delivery, in order to deliver a quality service to end users in line with the contracted requirement. - A fully-managed, low risk Transition from one prime contractor to another, while maintaining Live Services. As Defence Digital we need: - To deliver our projects using SAFe Agile methodology (and waterfall where appropriate) to agreed PCT envelopes. - To develop future interventions to both meet the needs of users and to align with wider Defence Digital backbone and other considerations. Work Already Done The services are currently delivered though PICASSO Systems Integrator II (P-SIT II), a consortium led by CGI IT Ltd. SUBTILITAS and Transition are part way through, with established plans, obsolescence planning has been baselined and some initial planning started Existing Team MOD Programme Team – (Architecture, Engineering and PM Civil Servants). Design Authority – The DA will set the Enterprise policy, standards and direction to which the Programme will comply. Existing outgoing P-ASG Prime Contractor (Raytheon Systems Ltd), and incoming Prime Contractor (Leidos Innovations UK Ltd). Current Phase Not applicable Skills & Experience • Experience of delivering complex data centric Architecture in highly regulated classified environments through to approval. • Demonstrable experience of using architectural frameworks and modelling language including TOGAF and ArchiMate. • Demonstrable experience of developing data architecture and delivering key artefacts. • Demonstrable experience of developing Service architecture and delivering key artefacts. • Demonstrable experience of developing Security architecture and delivering key artefacts. • Demonstrable experience of developing Enterprise architecture and delivering key artefacts. • Demonstrable experience of developing Technical architecture and delivering key artefacts. • Demonstrable experience of developing Application architecture and delivering key artefacts • Experience of working within the constraints of ICT policies and Information Assurance standards within a highly regulated environment. • Demonstrable experience of providing SAFe Programme consultancy including the development of a SAFe implementation plan and roadmap. • Evidence of undertaking business analysis research, systems engineering, creating infographics and developing a requirement’s backlog across a complex organisation with multiple stakeholders. • Demonstrable experience of successfully translating and presenting complex technical information and issues to multiple stakeholders ranging in technical knowledge to gain understanding. • Demonstrable experience of establishing and evolving ITSM processes. • Essential qualifications: ITIL3 Expert or ITIL4 Managing Professional. Nice to Haves • Demonstrate experience of working in a highly regulated environment successfully addressing the boundary between agile ways of working and structured procedures and policies. • Demonstratable experience in supporting the implementation of ITIL based ITSM frameworks. • Experience of designing cloud deployment architectures. • Demonstratable experience Security and Information Assurance. • Demonstrable experience of visualisation and Geo coherence. Work Location The primary sites will be Defence Geographic Centre, Feltham, TW13 7AH & RAF Wyton, Huntingdon, Cambridgeshire PE28 2EA. The supplier will also be expected to conduct regular work at: MOD Abbey Wood South, Abbey Wood, Bristol BS34 8JH PJHQ Northwood, Northwood HA6 3EZ Working Arrangments The team will be expected to work standard office hours - Monday to Friday 0900 - 1700. The supplier should hold an List-X premises OR Where working is required above OFFICIAL, MOD office space and systems will be made available. Security Clearance It will be expected that all members of the teams will have Developed Vetting clearance by the contract start date, and will hold UK nationality. The supplier is expected to process and hold their own clearances. Clearances can be managed by 3rd parties. The authority will not hold/sponsor clearances. Additional T&Cs All suppliers are free to bid. Any supplier already involved in provision of services into the PICASSO programme may be required to have team members sign appropriate NDAs/declare any COI where they are acting supplier-side. A virtual bidders' conference for the short-listed suppliers will be held and they will be supplied with a Statement of Requirement against which to produce their technical proposal. The Cyber Risk Profile has been identified as HIGH. DEFCON 703 applies to this contract. Can you confirm this work will be contracted on a “Time and Materials” basis (as stated in the DOS listing)? We are looking to contract on a Time and Materials basis. 2. Do you intend taking scores from the Stage 1 (Skills and experience) evaluation through for inclusion in the Stage 2 (ITT) evaluation? No. Stage 1 and Stage 2 evaluations will be separate. 3. Can the Authority please confirm if TUPE applies to the contract? TUPE is not applicable to the contract 4. Could the Authority confirm the arrangements in place to ensure a level playing field for the competition. For instance, how it intends to avoid information and insight from the CGI PSIT team’s work over recent months and years being using by a bid team or arranging access to all other bidders to the same level of information. The current PSIT contract contains provisions to protect the data provided in the execution of the contract, and the purposes for which this data can be used. Additionally, the procurement team have established data and communication controls to ensure that all information held on MOD systems is not accessible to anyone outside of the direct procurement team. 5. Can the Authority please confirm if any further details relating to Picasso will be made available to suppliers that make it through the first stage of this procurement? Or will bidders be expected to build a proposal using only the information contained in the advert? Additional detail will be made available to the down selected bidders, along with a detailed Statement of Requirements, at the second stage. 6. Following a further year of the Covid 19 pandemic and the significant challenges experienced from changed ways of working across all sectors, we have made a commitment to our teams to respect the Christmas leave period and support the wellbeing of our staff. Given the complexity of this requirement and the need to ensure that appropriately experienced individuals across several organisations are available to submit a viable bid that supports MoD aims for a fair competition, please can the Authority confirm that they will factor in a Christmas stand-down period into the process for those responding to this bid? The dates for the second phase of this procurement will take account provision of a reasonable break for all involved over the Christmas period.
